President Trump unveiled two new documents at Monday's coronavirus press briefing — a coronavirus "testing overview" and "testing blueprint" — that lay out how the administration plans to work with state governments and the private sector to expand testing, viewed as critical to reopening the economy.

Why it matters: Governors have urged the federal government to be more involved in expanding testing and coordinating a national strategy, but it’s unclear whether these new documents will allay their concerns.

Right now, there's no public database to see which hospitals and other health care providers have received federal coronavirus bailout funds, but the Department of Health and Human Services is "in the process of establishing a database to disclose the entities that have attested to the receipt of their distributions and the amounts they receive," a spokesperson told Axios.

Why it matters: This is public funding, but today the public can't see where the money is going. Axios has compiled a hospital funding database, based on voluntary financial disclosures, in the interim.

America's food supply chain is in trouble because of coronavirus outbreaks in rural meatpacking plant communities.

Why it matters: For consumers, this means less meat at the grocery store. For many farmers, this means the prospect of financial ruin. For many animals, this means euthanasia instead of slaughter.

Texas Gov. Greg Abbott (R) announced on Monday that he will allow the state's stay-at-home order to lapse on April 30, at which point Texas will begin "phase one" of its reopening plan.

The state of play: Abbott said at a press conference that all retail stores, restaurants, movie theaters and malls will be permitted to reopen on May 1 as long as occupancy is limited to 25%. Abbott emphasized the "importance of vulnerable populations remaining at home, if at all possible."

Colorado Gov. Jared Polis (D) and Nevada Gov. Steve Sisolak (D) announced on Monday that their states will join California, Oregon and Washington in their pact to work jointly in gradually lifting coronavirus restrictions.

The big picture: There are now three groups of states taking a regional approach to reopening their economies. "COVID-19 doesn’t follow state or national boundaries, and it will take every level of government working together to get the upper hand on this virus," California Gov. Gavin Newsom said Monday.

Senate Majority Leader Mitch McConnell confirmed Monday that the chamber will reconvene on May 4 as it begins to consider the next coronavirus stimulus package.

The state of play: The Kentucky Republican said that senators will "modify routines" to continue their work in "in ways that are smart and safe." He argued that it was "essential" for the Senate to return if it was also essential for "doctors, nurses, health care workers, truck drivers, grocery-store workers and many other brave Americans to keep carefully manning their own duty stations."

Iowa Gov. Kim Reynolds (R) announced Monday that she will lift some coronavirus restrictions on businesses in 77 of the state's 99 counties on May 1, allowing them to reopen with limited capacity, the Des Moines Register reports.

The big picture: Counties that are permitted to partially reopen must either have no coronavirus activity or have seen a decrease in positive cases over the past 14 days, in line with federal guidelines published by the White House.

White House press secretary Kayleigh McEnany tweeted Monday that President Trump will hold a coronavirus press briefing, after announcing earlier in the day that the White House would cancel its scheduled briefing.

What she's saying: "UPDATE: The White House has additional testing guidance and other announcements about safely opening up America again. President @realDonaldTrump will brief the nation during a press conference this evening."

With the Paycheck Protection Program (PPP) portal expected to reopen Monday, the Small Business Administration has explicitly prohibited "hedge funds and private equity firms" from receiving loans, and it also reaffirmed "affiliation" rules for private equity-owned companies.

Wait, what? Yes, there have been anecdotal reports of alternative investment firms at least inquiring about PPP loan eligibility. It's unclear if any such loans were made.

The federal government must pay health insurance companies roughly $12 billion that they're owed under part of the Affordable Care Act, the Supreme Court ruled Monday in an 8-1 decision.

The big picture: The ACA's "risk corridors" program was designed to help stabilize the law's insurance markets in their early years, but the Trump administration argued that Congress had prohibited it from making the required payments. The Supreme Court disagreed, saying insurers have a right to collect the money they're owed under the program.

House Speaker Nancy Pelosi told MSNBC Monday that minimum guaranteed income is "worthy of attention" as a policy measure to help Americans deal with the economic fallout from the coronavirus pandemic.

The big picture: Pelosi's comments come as Congress is considering what to include in the next coronavirus stimulus bill. Former presidential candidate Andrew Yang has pitched the idea of giving $2,000 per month to every American for the duration of the crisis, calling it a necessity to ensure that citizens know "that they can feed their families." An aide for the Speaker later clarified to Axios that she was referencing paycheck guarantee proposals.

European Union advisers are recommending that economic recovery measures for the coronavirus pandemic be in line with climate policy with low-carbon investments, Reuters reports.

Why it matters: It's the latest wrinkle in growing calls to orient huge financial recovery packages in Europe and elsewhere toward low-carbon industries.

Former New Jersey Gov. Chris Christie (R) told ABC's "Good Morning America" on Monday that President Trump's frequent and lengthy coronavirus briefings are unlikely to help him politically.

What he's saying: "I think an hour and a half or two hours of anybody every day is not going to be great for their political standing, no matter who they are and what they do."

A nonprofit organized by the founder of recruiting software firm Jibe has launched AllClear, a new website where people across the U.S. can find information about nearby coronavirus testing.

The big picture: AllClear is one of many tech industry responses to the pandemic. Others have designed services to deliver food to healthcare workers and apps to support small businesses.

Kevin Hassett, a senior economic advisor to President Trump, told CNBC's Squawk Box Monday that the U.S. is likely to experience a GDP decline of between 20% and 30% in the second quarter.

Why it matters: Hassett said the decline, driven by the coronavirus pandemic, will be the "worst since the Great Depression."

Projections of deep pain in the oil sector are increasingly materializing on the ground amid the pandemic-fueled collapse in oil prices and consumption.

What's happening: The combination of years of oversupply and plunging demand means oil wells are filling up quickly.

After seeing IHS Markit's readings on the depths of the decline in Britain's manufacturing and services sectors, Bank of England governor Gertjan Vlieghe warned that the U.K. may be in the grips of an economic contraction for the ages.

What they're saying: “Based on the early indicators, and based on the experience in other countries that were hit somewhat earlier than the U.K., it seems that we are experiencing an economic contraction that is faster and deeper than anything we have seen in the past century, or possibly several centuries,” Vlieghe said in a speech.

The Congressional Budget Office estimated Friday that the U.S. budget deficit will be roughly $3.7 trillion for fiscal year 2020, with public debt projected at 101% of GDP — and that was before the "phase four" $484 billion relief package passed by Congress late last week.

Why it matters: In a world of historically high income inequality and historically low productivity and growth, in which debt levels were already historically high, the U.S. and the world at large are in wholly unprecedented territory.

New Zealand's top health official Ashley Bloomfield told a briefing Monday he's confident "we have achieved our goal of elimination" of the novel coronavirus following days of reporting single-digit cases.

A soccer coach wounded in a mass shooting outside a Walmart store in El Paso, Texas, has died of his injuries almost nine months after the attack.

The big picture: Guillermo "Memo" Garcia had been treated in Del Sol Medical Center in El Paso since the Aug. 3 shooting, the hospital confirmed in a statement to news outlets Sunday. His death brings the number of people killed in the attack to 23. Most of the victims were Latino. A 21-year-old man from Allen, Texas, faces a capital murder trial and was charged with "90 counts of federal hate crimes" in February, per Reuters.
