Former President Trump's tortured relationship with his own lawyers has been at the root of his most consequential scandals, including two special counsel inquiries, two impeachments and — now — two indictments.

Why it matters: Trump's history of treating lawyers like attack dogs and personal fixers — shaped by his mentorship under the infamous Roy Cohn in the 1970s — has put him in the most precarious legal jeopardy of his life.

In New York, Trump's former lawyer Michael Cohen is expected to testify at trial in March that he arranged illegal hush money payments during the 2016 campaign at Trump's direction.

In Miami, where Trump is scheduled to be arraigned in federal court Tuesday, notes and testimony from his lawyer Evan Corcoran gave prosecutors a detailed roadmap to indict the former president in the classified documents investigations.

Zoom in: Corcoran, who remains a member of Trump's legal team, was forced to testify after a judge determined there was sufficient evidence that Trump used Corcoran to commit a crime — a move that pierced standard attorney-client privilege.

The 37-count indictment unsealed Friday alleges that Trump's legal team falsely certified to the Justice Department that all classified documents Trump had taken had been turned over in response to a subpoena.

Trump allegedly misled Corcoran by directing his personal aide, Walt Nauta, to move dozens of boxes containing classified records before Corcoran arrived at Mar-a-Lago to conduct a review.

Flashback: The first major investigation of Trump's time in office found that the then-president may have obstructed justice by ordering White House counsel Don McGahn to fire special counsel Robert Mueller. McGahn refused.

In 2019, Trump lawyer Rudy Giuliani worked with the president to pressure the Ukrainian government to investigate Joe Biden — resulting in Trump's first impeachment.

In 2020, Trump turned to a cast of conspiracy theorists and fringe legal scholars to help him try to overturn his election loss — leading to a second impeachment and a criminal probe of his role in the Jan. 6 insurrection.

The latest: Trump interviewed new candidates to join his legal team Monday, after reportedly struggling over the weekend to find lawyers qualified — and willing — to represent him in the Southern District of Florida.

Two of Trump's lawyers resigned the day after his indictment last week, calling it a "logical moment" to step aside because the case was filed in Florida.

Timothy Parlatore, another Trump lawyer who had resigned a month earlier, said on CNN on Friday that the departures were "surprising, and yet at the same time unsurprising" — calling it a "difficult situation."

The bottom line: Trump is one of the most famous and wealthiest criminal defendants in the world. But his record of dragging his own lawyers into the mud has turned him into a radioactive client.

The Israeli government told the Biden administration it intends to announce later this month the building and planning of thousands of new housing units in the settlements in the occupied West Bank, three Israeli and U.S. officials told Axios.

Why it matters: The Biden administration has said it is vehemently opposed to new building in the Israeli settlements, which it sees as undermining the prospects for a two-state solution to the Israeli-Palestinian conflict.

Much of the international community considers Israeli settlements in the West Bank illegal under international law.

Driving the news: The plans that are expected to be announced include at least 4,000 housing units in several existing West Bank settlements, according to one source briefed on the issue. 

An Israeli official said the Israeli civil administration planning and zoning committee will convene before the end of June to approve the new settlement plans.

The Biden administration is pressing the Israeli government not to move forward with the settlement announcement or at least minimize it as much as possible, Israeli and U.S. officials said.

The White House National Security Council referred Axios to the Israeli government. 

Asked about Axios' report at the White House briefing, NSC spokesperson John Kirby said the Biden administration has been expressing concerns to the Israeli government about settlements expansion for a long time. 

He added the U.S. doesn’t want to see actions that will make the two-state solution harder to achieve or that increase tensions.

A State Department spokesperson said it is "critical for all parties to uphold the commitments made at regional meetings in Aqaba and Sharm El Sheikh to avoid measures that undermine the prospects for a two-state solution."

The Israeli Prime Minister's Office did not respond to a request for comment.

The big picture: The Israeli government is facing criticism from some of its supporters over its decision to postpone a scheduled meeting on the settlement plan in the E1 area of the occupied West Bank.

The E1 area between Jerusalem and the Maale Adumim settlement is the most diplomatically sensitive area in the West Bank.

Building an Israeli settlement there would prevent Palestinian territorial contiguity between the northern and southern parts of the West Bank, which would make it much harder to establish a Palestinian state in the future.

That decision followed pressure from the Biden administration and several European countries. 

What they're saying: During a press conference on Monday, Finance Minister Bezalel Smotrich pushed back on criticism regarding the postponement of the E1 plan, saying: "We will have big news for the settlements in the West Bank imminently."

Fox News has sent a cease-and-desist letter to Tucker Carlson as he ramps up a competing series on Twitter that drew a combined 169 million views for its first two episodes, Axios has learned.

Why it matters: The contract battle between Fox and its former top host — who was taken off the air in April, after the network's historic Dominion settlement — has mighty repercussions for the conservative media ecosystem. 

With "Tucker on Twitter," Carlson and his growing production team are working to elevate Elon Musk's social media site as a news platform.

Details: The cease-and-desist letter has "NOT FOR PUBLICATION" in bold at the top.

What's happening: Fox is continuing to pay Carlson, and maintains that his contract keeps his content exclusive to Fox through Dec. 31, 2024.

Carlson is making a First Amendment argument for posting on Twitter, and asserts that Fox has committed material breaches of his contract.

Behind the scenes: Carlson's first two Twitter episodes were straight-to-camera monologues. He plans to keep iterating with longer, more varied episodes and the addition of guests, Axios is told.

We hear some big names have been lined up.

Justin Wells, Carlson's executive producer, tweeted yesterday: "Next Episode of Tucker on Twitter coming Tuesday: Tucker’s response to the indictment of President Donald Trump."

What they're saying: Harmeet Dhillon, a lawyer who represents Carlson along with Bryan Freedman, said in a statement to Axios: "Fox News continues to ignore the interests of its viewers, not to mention its shareholder obligations." 

"Doubling down on the most catastrophic programming decision in the history of the cable news industry, Fox is now demanding that Tucker Carlson be silent until after the 2024 election," the statement continued.

"Tucker will not be silenced by anyone ... He is a singularly important voice on matters of public interest in our country, and will remain so."

Nostalgic for the Manhattan Project? "Oppenheimer" comes out in July.

Do people have fond memories of Grimace, a blobby purple character with a vaguely menacing (yet also somewhat indistinct) personality? He came on the scene in a 1971 TV commercial called "Evil Grimace" in which he attempted to steal shakes in McDonaldland (remember that?). 

Lately he's been rehabilitated as a lovable character: McDonald's says the deep lavender Grimace Birthday Shake is "inspired by Grimace's iconic color and sweetness."

The drink is part of a limited-time offer that follows the return of Halloween Boo Buckets and those adult Happy Meals, officially known as Cactus Plant Flea Market Boxes.

The toys and Halloween pails in those products quickly sold out at restaurants but wound up for sale on eBay, often at exorbitant prices.

The bottom line: From the current miniskirt revival (channeling the 1960s) to  Count Chocula and friends (1970s) to the Ninja Turtles (1980s), there's something this summer for people who grew up in nearly every generation.

Generative AI will experience explosive growth in coming years, but the cash the core technology generates for its inventors will pale in comparison to revenue from Big Tech's existing services and hardware, per a new S&P Global report.

Some 435 wildfires were burning across Canada overnight as smoke from the blazes lingered in New York City and other parts of the U.S.

State of play: The fires forced officials in British Columbia to order fresh evacuations over the weekend and evacuation orders remained in place for thousands of people in Alberta and Quebec.

The air quality index reached 110 in New York on Sunday afternoon and levels remained unhealthy for sensitive groups overnight, according to monitoring groups.

While the smoke in the U.S. didn't reach the dangerously hazardous levels of last week, the federal agency Natural Resources Canada forecasts above-normal fire activity across most of the country through September as the unprecedented spring season continues. 

Quebec Minister of Public Security Francois Bonnardel said Saturday morning the situation in central and northwestern areas remained challenging, but firefighters had made progress against fires in the province's northeast, per AFP.

The bottom line: "This is a first in the history of Quebec to fight so many fires, to evacuate so many people," Bonnardel added of the orders affecting some 14,000 people.

"We are going to have a fight that we think will last all summer ... we haven't yet won the battle."

That means smoke is likely to continue to impact the northern tier of the U.S. over the next several months as Canada deals with its wildfire crisis.

Why it matters: Smoke from wildfires poses a serious threat to people's health.

It can be hazardous to people's health even hundreds of miles away from a fire as it carries harmful microscopic particles that can cause inflammation in the lungs.

Context: Multiple studies show human-caused climate change is a key driver behind increased wildfire risk and that heat waves are more likely to occur, be more intense and last longer due to this.

Climate change is leading to more instances of critical fire weather across the U.S. and other parts of the world, including the Far North, where larger, more frequent fires have been observed in recent years.

Texas officials have scrambled to respond to thousands of dead fish washing up along the Gulf Coast over the weekend.

Driving the news: Cleanup efforts at Quintana Beach in Brazoria County have been under way since the event began on Friday, when the temperature there hit 92 degrees Fahrenheit.

Investigators have determined the fish kill was "caused by a low dissolved oxygen event," per a statement from the Texas Parks and Wildlife Kills and Spills Team included in a Facebook post from the Quintana Beach County Park.

"The species most impacted was Gulf menhaden. Fish kills like this are common in the summer when temperatures increase. If there isn't enough oxygen in the water, fish can't 'breathe.' Low dissolved oxygen in many cases is a natural occurrence."

Of note: "Gulf menhaden have the largest fishery yield in the Gulf of Mexico and support the second largest fishery by weight in the United States," according to the National Oceanic and Atmospheric Administration.

Between the lines: Katie St. Clair, the sea life facility manager at Texas A&M University at Galveston, said Gulf Coast waters that are warming through climate change may have been a contributing factor to the event, per the New York Times.

"As we see increased water temperatures, certainly this could lead to more of these events occurring, especially in our shallow, near-shore or inshore environments," St. Clair told the NYT Sunday.

Zoom in: The North Atlantic basin, which includes the Gulf, is experiencing record warm for this time of year, Axios' Andrew Freedman notes.

The Gulf waters are unusually warm for this time of year, but the most anomalously warm waters are in the "Main Development Region" of the Atlantic and the northeast Atlantic, per Freedman. 

Hurricane forecasters and climate scientists alike are worried about this.

Zoom out: The pedestrian beach was "cleared with the exception of a spattering of fish that the machinery couldn't get" as of Sunday afternoon, per the Quintana Beach County Park Facebook post.

"High tides over the next couple of days should sift the rest down into the sand and bury them."

One section of Philadelphia's busy I-95 collapsed Sunday morning after a tanker truck "carrying a petroleum-based product" caught on fire underneath an overpass, officials said.

State of play: Traffic has been shut down along both sides of the interstate near the collapse and Pennsylvania Gov. Josh Shapiro said at a Sunday evening briefing "at least one vehicle is still trapped beneath the collapsed roadway." There were no immediate reports of injuries. 

There were no immediate plans to reopen the area and Shapiro said he intended to issue a disaster declaration on Monday in order to speed up federal funds. 

"The northbound side of I-95 has completely collapsed and the southbound side is not structurally sound to carry any traffic over it," Shapiro said.

Officials were looking for "interim solutions to connect both sides of I-95 to get traffic through the area," but it'd take "some number of months" to rebuild the section, Shapiro added.

Driving the news: Dispatchers received a call about an accident around 6:22 a.m. Sunday, Philadelphia Fire Battalion Chief Derek Bowmer said. 

Upon arrival at the scene, firefighters saw a large fire underneath the overpass that was coming from a vehicle. 

The accident happened between Exit 32 for Academy Road and Exit 30 for Cottman Avenue, according to WPVI-TV.  

The Coast Guard confirmed Sunday afternoon that a tanker truck carrying around 8,500 gallons of  87 octane fuel had caught fire and a limited amount of the fuel had leaked into drainage that runs to the Delaware River. 

Ensign Josh Ledoux, a spokesperson for the Delaware Bay's Coast Guard, told the Washington Post that not much of the fuel had made it into the water. 

Ledoux said the Coast Guard was awaiting the arrival of an absorbent boom from New Jersey that will help soak up and contain any of the fuel.

Catch up fast: Officials have not confirmed what caused the accident, nor if the driver was injured. 

The incident was being treated as a hazmat situation, due to runoff from fuel, Bowmer said during a press conference. 

Southbound lanes at the accident site have also been compromised, Bowmer said. The Pennslyvania Department of Transportation said in a statement that the southbound lanes are "critical."

Videos shared on social media show a plume of smoke rising above I-95 and large flames on both sides of the northbound overpass in the minutes before the interstate collapsed. 

Worth noting: Northbound lanes between Exit 25 (Allegheny Avenue and Castor Avenue) and Exit 32 (Academy Road and Linden Avenue) are shut down, according to the Pennsylvania Department of Transportation. 

Southbound lanes between Exit 32 and Exit 30 (Cottman Avenue and Rhawn Street) are also closed, PDOT said.
