Hamas released eight more hostages after reaching a last-minute agreement with Israel on Thursday to extend the pause in fighting in Gaza to a seventh day. 

State of play: Negotiators are working to extend the humanitarian ceasefire further, but by late Thursday local time, it was unclear if another extension was likely. 

The latest extension of the ceasefire came just minutes before the pause in fighting was set to end early Thursday. 

The most recent release brings the total number of hostages freed to more than 100, including about two dozen foreign nationals.

Israel has released 240 Palestinian women and children from Israeli prisons.

China is becoming the most formidable rival America has faced, and the risk of confrontation with Russia, North Korea or Iran still looms. Authoritarians are rising, the chaotic Afghanistan exit revealed the limits of U.S. power, and the pandemic, climate change and other critical challenges continue to pose grave threats.

Israel on Friday reduced the number of aid trucks it allowed into Gaza after the ceasefire collapsed, the Israeli government coordination office in the territories (COGAT) told Axios.

The big picture: The move comes despite the U.S. making clear in recent days that it expected the increased levels of humanitarian aid and fuel entering Gaza during the pause in fighting to continue even when the temporary ceasefire ended. 

It also comes as aid groups warn the resumed fighting will deepen the humanitarian crisis in the enclave.  

Driving the news: As part of the ceasefire agreement, Israel allowed a significant increase in the number of trucks carrying humanitarian aid — about 200 per day — into Gaza. It also allowed more fuel to cross into the enclave. 

But in blaming Hamas for violating the ceasefire, COGAT said it was limiting the amount of aid allowed in. On Friday, only several dozen humanitarian aid trucks entered southern Gaza. Those trucks were not allowed to go to northern Gaza as some did during the pause. No fuel was allowed in at all. 

Hamas has blamed Israel for the collapse in talks to extend the pause in fighting.

A spokesperson for COGAT said the trucks were allowed into Gaza on Friday "at the request of the Biden administration and at the approval of the Israeli government." It stressed that all the trucks went through a security inspection in Israel before entering Gaza.

What they're saying: White House National Security Council spokesperson John Kirby told reporters on Friday that the U.S. is urging Israel to resume allowing aid into Gaza at the higher levels it did during the pause.

Zoom in: Even during the pause, the UN and other aid groups said the increased amount of aid allowed into the Strip wasn't enough to address the growing needs. 

The decision to limit the aid "exacerbates the suffering of citizens and increases the challenges facing humanitarian and relief organizations in alleviating the hardships of citizens and displaced persons due to the ongoing aggression on the Gaza Strip," the Palestine Red Crescent Society said on social media.

Israel resumed its air raids and ground operation in Gaza Friday, while Hamas fired rockets toward Israeli cities after the two sides failed to reach an agreement on extending the pause in fighting.

The big picture: The renewed fighting came after a seven-day pause during which Hamas freed more than 100 hostages, including two Americans, and Israel released 240 Palestinians from Israeli jails. Israel also allowed more aid trucks and fuel into Gaza to help address the dire humanitarian crisis.

State of play: Israel accused Hamas of violating the ceasefire by firing toward Israeli cities. The Israeli military said in a statement that it had resumed its operation against the militant group in Gaza in response.

More than 175 Palestinians have been killed since Israel resumed its bombardment of Gaza, according to the Ministry of Health in Hamas-run Gaza. Israeli strikes hit several areas, including in the south, where hundreds of thousands of Palestinians from the north fled before the ceasefire. 

Skirmishes also took place along Israel's northern border with Lebanon after relative calm during the pause in fighting in Gaza. Sirens were heard in several northern Israeli border communities.

Israel had previously vowed to continue the war "with full military power" after the pause ended.

"We will fight in the entire Strip," Israeli Defense Minister Yoav Gallant said this week. Israel has said its goal in the war is to "destroy" Hamas and bring all the hostages who were abducted during the Oct. 7 terrorist attack home.

The resumption of fighting is likely to deepen the humanitarian crisis in the enclave. While humanitarian groups welcomed the increased amount of aid allowed into Gaza during the pause, they warned it was only a fraction of what was needed.

What they're saying: The Biden administration said earlier this week that it made it clear to Israel that it expects the increased levels of humanitarian aid and fuel entering Gaza during the pause in fighting to continue even when the temporary ceasefire ended.

President Biden also warned Israeli Prime Minister Benjamin Netanyahu this week that the way Israel operated in northern Gaza, which included a wide assault and three armored and infantry divisions, can't be repeated in the southern part of the enclave because of the millions of Palestinians who are there now.

Secretary of State Tony Blinken echoed Biden's comments during his meetings with Israeli officials on Thursday. Blinken also warned that the longer the high-intensity Israeli military campaign goes on, the more international pressure will build on both the U.S. and Israel to stop it, as Axios previously reported.

The Biden administration is worried an Israeli operation in the south would lead to significantly more civilian casualties and deepen the already dire humanitarian crisis in Gaza, U.S. officials told Axios.

At least 14,800 Palestinians, including 6,000 children, have been killed in Gaza since the war began, according to the Ministry of Health in Hamas-run Gaza.

What to watch: A White House National Security Council spokesperson said the U.S. continues to work with Israel, Egypt and Qatar "on efforts to extend the humanitarian pause in Gaza."

"Hamas has so far failed to produce a list of hostages that would enable a further extension of the pause," the spokesperson added.

"President Biden and his national security team will continue to remain deeply engaged as we look to free the remaining hostages and sustain and expand the international humanitarian response."

Three Israeli officials told Axios the negotiations over the extension of the Gaza ceasefire collapsed on Friday after Hamas refused to free 10 Israeli women, and instead, offered to begin discussing the release of elderly men. Hamas has blamed Israel for the breakdown of the ceasefire.

The latest: Israel's Mossad intelligence agency called back its team from Qatar on Saturday as a result of the collapse of the hostage negotiations. In a statement, the Mossad accused Hamas of not implementing its commitments in the agreement.

Why it matters: The collapse of the ceasefire and resumption of the fighting on Friday morning could quickly lead to Israel expanding its ground operation in Gaza to the southern city of Khan Younis. 

U.S. officials have expressed concerns that an Israeli operation in the southern part of Gaza could lead to significantly more civilian casualties and deepen the humanitarian crisis. 

Driving the news: According to the ceasefire agreement, Hamas committed to releasing all the women and children it was holding hostage in exchange for a pause in fighting for up to nine days. More than 80 women and children were released over the last week as part of this process.

Yes, but: In the hours leading to the end of the pause, Hamas did not send a list of hostages it would release, the three Israeli officials said.

Instead, Hamas sent messages through Qatari and Egyptian mediators proposing to start a discussion on what concessions Israel would be willing to give in return for the release of elderly men, the officials added. 

Behind the scenes: The Israeli officials said Israel made it clear to the mediators that it knows Hamas still has several women in its custody and that it would not discuss future deals before all the women were released.

Mossad chief David Barnea, the lead negotiator on the Israeli side, sent a message to Hamas through the mediators on Thursday night that stressed Israel was "not playing games" and that if the women were not released, the fighting would resume, a senior Israeli official said.

Not long after that Hamas launched a rocket from Gaza for the first time since the pause started. An hour later the ceasefire completely broke down. 

The U.S. has also publicly blamed Hamas for the collapse of the ceasefire. 

The other side: Hamas official Osama Hamdan told Al-Araby news channel that Israel was responsible for the failure. He said that the women Israel proposed to be released included female IDF soldiers. 

Hamdan added that Israel refused any other offer made.

Hamas in a statement said it had offered to release elderly men and two Israeli hostages, as well as the bodies of hostages it said were killed during Israeli airstrikes in Gaza. 

The bodies included a mother and her two children, the statement added. Hamas said it offered to release the father of the children so that he could attend their funeral. 

Between the lines: Two senior Israeli officials said Israel believes Hamas didn't want to release all the women because it sees them as a bargaining chip.

State of play: Hostage negotiations are continuing, with the focus on what it would take to secure the release of men and military reservists, according to a source briefed on the discussions.

The U.S. is trying to broaden out the negotiations to include the possible releases of elderly civilian men that Hamas is holding as well as female IDF reservists, the source said. 

Qatar continues to be at the center of these talks.

What to watch: Senior Israeli officials said they expect the hostage negotiations to continue "under fire." 

They also stressed that Israel will exert military pressure on Hamas to release the hostages.
