Why it matters: Before businesses can effectively reopen, workers and customers need to be assured that they're unlikely to encounter coronavirus infections. Linking COVID-19 to IDs could make that easier, but to be fully effective, it requires a more vigorous and reliable testing regimen, as well as public acceptance of a new level of tech-enabled health surveillance.

Anthony Fauci, FDA commissioner Stephen Hahn, CDC director Robert Redfield, and coronavirus testing coordinator Brett Giroir will testify via videoconference before the Senate Health, Education, Labor and Pensions Committee on Tuesday, Sen. Lamar Alexander (R-Tenn.) announced Sunday.

Why it matters: Fauci, Redfield and Hahn are all self-quarantining after coming in "low risk" contact with a White House staffer who tested positive for the virus.

Former FDA commissioner Scott Gottlieb said on CBS News' "Face the Nation" Sunday that the Trump administration needs a "better system" for distributing coronavirus therapeutics, following the chaotic rollout of the drug remdesivir.

Why it matters: As Axios' Jonathan Swan first reported, a breakdown in communication and coordination by the administration resulted in a failure last week to distribute remdesivir to some of the high-priority hospitals where it's most needed.

New York Gov. Andrew Cuomo (D) announced new rules and restrictions to protect nursing homes from the coronavirus at a press briefing Sunday.

Why it matters: Cuomo has faced growing backlash in recent days for failing to address the extreme vulnerabilities presented by nursing homes and long-term facilities, where the coronavirus has killed at least 5,380 residents and workers in New York alone, according to the New York Times.

Senate Health Committee Chairman Lamar Alexander (R-Tenn.) expressed disapproval on Sunday of the Trump administration's decision to continue backing a lawsuit seeking to strike down the entire Affordable Care Act.

What he's saying: "I thought the Justice Department argument was really flimsy," Alexander said on NBC's "Meet the Press." "What they're arguing is that when we voted to get rid of the individual mandate, we voted to get rid of Obamacare. I don't know one single senator who thought that."

Christopher Murray, director of University of Washington's Institute for Health Metrics and Evaluation, said on CBS News' "Face the Nation" Sunday that his coronavirus model projects that more than 137,000 people in the United States may die from the virus by August.

Why it matters: Murray's influential IHME model, which is one of the forecasts used by the White House, has been criticized for frequently revising its projections. Murray said his team is tracking cellphone data and has seen "explosive increases in mobility in a number of states" that will likely translate into more cases and deaths in 10 days.

Illinois Gov. J.B. Pritzker (D) said on CNN's "State of the Union" Sunday that he is not relying on the Trump administration to help his state ramp up coronavirus testing, claiming that there have been "too many situations in which they've made promises not delivered."

Why it matters: In lieu of a national testing strategy, the White House has promoted a plan to work with state governments and the private sector to expand testing, referring to the federal government only as a "supplier of last resort."

Anthony Fauci has begun a "modified quarantine" after making a "low risk" contact with a White House staffer who tested positive for the novel coronavirus, the National Institute of Allergy and Infectious Diseases director told CNN and the New York Times Saturday.

Driving the news: CDC director Robert Redfield and Food and Drug Administration Commissioner Stephen Hahn are in self-quarantine after a similar COVID-19 exposure, officials confirmed earlier Saturday. Vice President Mike Pence's press secretary Katie Miller and President Trump's valet tested positive for the virus this week.

South Korea's President Moon Jae-in said the country should "brace for the pandemic's second wave," the BBC reports, as officials confirmed 34 new novel coronavirus cases on Sunday — the highest daily number in a month.

Why it matters: South Korea had the second-highest number of COVID-19 cases after China in early March. But diligent tracing, testing and strict lockdowns allowed the country to control the outbreak. The new cases could serve as a warning to nations grappling with how to reopen their own communities.

The big picture: The number of COVID-19 cases continues to climb, but several countries are beating back outbreaks. The virus has killed almost 280,000 people and infected more than 4 million globally, per Johns Hopkins. With the IMF predicting the pandemic will cause global GDP to contract by 3% this year, governments are beginning to reopen economies with strict health measures in place.
