Philadelphia's rollout of public toilet hits backup

State of play: The third Philly Phlush is more than a year behind schedule. It's now expected to open in Clark Park in West Philadelphia this summer, city health department spokesperson James Kyle tells Axios.

• Kyle chalked up delays to red tape, including securing contractor cost estimates, processing work orders and obtaining permits.

Catch up quick: Philly unveiled its first standalone loos in 2023 in North Philly's Fotterall Square and Center City, both of which are still going strong.

• The Portland Loo, which is the design used in Philly and dozens of other cities, also includes a baby-changing table, menstrual products, Naloxone and other amenities.
• Plus: City workers clean the bathrooms several times a day.

What's next: The fourth Philly Phlush site is TBD as the Parker administration assesses options for its location.

• The city's goal is to stand up six public potties, but that will depend on funding.
