The Republican-led House Judiciary Committee subpoenaed a deputy to the special counsel investigating Hunter Biden as part of their impeachment inquiry into President Biden, per a letter sent to Lesley Wolf.

Why it matters: The panel's demand that Wolf, assistant U.S. attorney for Delaware, provide testimony by Dec. 7 signals the expansion of its inquiry into claims by two IRS whistleblowers that the Department of Justice slow-walked its investigation into Hunter Biden.

Driving the news: "Based on the Committee's investigation to date, it is clear that you possess specialized and unique information that is unavailable to the Committee through other sources and without which the Committee's inquiry would be incomplete," Judiciary Committee Chair Jim Jordan (R-Ohio) wrote in a letter accompanying the subpoena.

Jordan cited testimony from IRS agents Gary Shapley and Joseph Ziegler and other sources indicating Wolf had a "central role" in the DOJ investigation into Hunter Biden, led by special counsel David Weiss.

"Information available to the Committee suggests that you — either directly or by instructing others — are responsible for many of the decisions to deviate from standard investigative protocol during the Department's investigation of Hunter Biden," the letter said.

What they're saying: Weiss told the committee in a closed-door interview earlier this month that political considerations "played no part in our decision-making" in the case, per multiple outlets.

The DOJ did not immediately respond to Axios' request for comment.

President Biden stressed on Saturday that the U.S. is prepared to impose sanctions on Israeli settlers who are involved in attacks against Palestinians in the occupied West Bank.

Why it matters: It is the first time the U.S. has publicly said it was considering individual sanctions against Israeli settlers.

It also signals that the Biden administration is concerned that the Israeli government may not be seriously attempting to stop and prevent the violence. 

What they are saying: "I have been emphatic with Israel's leaders that extremist violence against Palestinians in the West Bank must stop and that those committing the violence must be held accountable," Biden wrote in an op-ed published in the Washington Post on Saturday. 

"The United States is prepared to take our own steps, including issuing visa bans against extremists attacking civilians in the West Bank." 

Driving the news: Since the Oct. 7 Hamas terrorist attack on Israel, Israeli settlers have killed at least eight Palestinians, including a child, and injured more than 70 others in the West Bank, according to the UN.

The UN humanitarian office has recorded more than 251 settler attacks, including 30 incidents that resulted in Palestinian deaths or injuries, 185 that damaged Palestinian-owned property and 36 that resulted in both injuries or deaths and damage to property.

"Over one-third of these incidents included threats with firearms, including shootings. In nearly half of all incidents, Israeli forces were either accompanying or actively supporting the attackers," OCHA said on Friday.

State of play: Biden has repeatedly raised concerns about attacks on West Bank Palestinians during his calls with Israeli Prime Minister Benjamin Netanyahu, according to U.S. officials.

He also publicly said last month that the attacks by extremist Jewish settlers were "pouring gasoline on the fire."

The U.S. allowed Israel to buy thousands of M16 rifles from U.S. defense companies only after being assured the weapons wouldn't go to civilian response teams in Jewish settlements in the occupied West Bank, as Axios previously reported.

The commitment by Israel was a key condition the Biden administration and members of Congress demanded before approving the sale of the rifles, which the Israeli government urgently requested after the Oct.7 Hamas terrorist attack.

The big picture: Biden also wrote on Saturday that after the war ends, "Gaza and the West Bank should be reunited under a single governance structure, ultimately under a revitalized Palestinian Authority, as we all work toward a two-state solution."

In recent days, Netanyahu expressed public opposition to the Palestinian Authority having any role in Gaza on the day after the war.

But in a press conference on Saturday, he appeared to soften his position, saying he doesn't think the Palestinian Authority "in its current form" should have a role in Gaza.

This position is much closer to that of Biden, who has spoken about a "revitalized" Palestinian Authority. Both sides agree that the Palestinian leadership needs to conduct a series of reforms.

President Biden said on Tuesday he thinks that a deal to free dozens of hostages held by Hamas and other Palestinian groups in Gaza "is going to happen."

Driving the news: The U.S. and Israel are negotiating through Qatar with Hamas a deal that could see the release of about 80 women and children who were kidnapped during the Oct. 7 attack. 

In return, Israel would agree to a temporary ceasefire of three to five days and release Palestinian women and teenagers who are being held in Israeli prisons, including many who have been convicted of charges related to their involvement in attacks against Israeli soldiers or civilians mostly in the occupied West Bank.

Catch up quick: About 240 people, including Americans, were kidnapped and taken to Gaza during the Oct. 7 Hamas attack on Israel. 

Four hostages have since been released and one has been rescued. 

What they're saying: Biden said on Tuesday that he has been speaking to people involved in the hostage negotiations "every single day." 

"I believe it is going to happen but I don't want to get into details," he added. 

Asked what message he wanted to send to the families of the hostages, Biden said: "Hang in there. We are coming."

Israeli Prime Minister Benjamin Netanyahu issued a statement in response to Biden's remarks and appeared to try to tamp down expectations. 

"Our hearts are with the hostages and their families. Since the beginning of the war, we have been constantly working to release our hostages including putting more pressure on Hamas since the beginning of the ground operation in Gaza," Netanyahu said. "If and when we will have anything concrete to report – we will do it."

The latest: Biden and Netanyahu spoke on the phone later Tuesday and "discussed at length ongoing efforts to secure the release of hostages held by Hamas, including many children and a number of Americans," the White House said. 

State of play: Biden on Saturday spoke to Qatari Emir Sheikh Tamim Bin Hamad Al-Thani for the first time since the Gaza war started and discussed "the urgent ongoing efforts to secure releases of hostages," the White House said in a readout of the call. 

The two leaders "agreed that all hostages must be released without further delay," the White House added. 

White House national security adviser Jake Sullivan on Monday met with the families of the American hostages held in Gaza.

Elizabeth Hirsh Naftali, the great aunt of three-year-old Abigail Edan who was kidnapped to Gaza after her parents were killed in the Oct. 7 attack, told Axios that her impression after the meeting was that the Biden administration is making huge efforts to release the hostages.

What to watch: Biden's top Middle East adviser Brett McGurk and the State Department's senior Middle East diplomat Barbara Leaf are expected to visit Doha on Sunday, two sources with direct knowledge said.

McGurk and Leaf will meet Qatari Prime Minister Mohammed bin Abdulrahman bin Jassim al-Thani and discuss the hostage issue.

House Republican-led committees subpoenaed former White House Counsel Dana Remus and requested transcribed interviews with four other officials Monday over President Biden's handling of classified documents from his time as vice president.

Why it matters: The Judiciary and Oversight committees cite in their classified documents probe their impeachment investigation into Biden in letters requesting transcribed interviews with White House employees Annie Tomasini, Anthony Bernal, Katharine Reilly and Ashley Williams.

A White House spokesperson dismissed the actions of House Oversight Committee Chair James Comer (R-Ky.) and Judiciary Chair Jim Jordan (R-Ohio) as "a baseless fishing expedition."

Driving the news: In letters to the White House officials, the committee chairs say they're "particularly concerned" about Biden's handling of classified information given the Oversight Committee's "discoveries" that the Biden family allegedly received millions of dollars from foreign sources for unknown services.

"For example, reporting has indicated that at least some of these classified materials relate to Ukraine," where they note the president's son Hunter Biden had business dealings.

In the letters and the subpoena for Remus, the committee chairs state that the officials had "knowledge of why White House personnel began to visit with frequency Penn Biden Center in 2022, where classified materials, including materials related to Ukraine, were later discovered."

Of note: The subpoena states that Kathy Chung, who was an assistant to Biden when he was vice president, said during an interview that Remus "played a central role" in "coordinating the organizing, moving, and removing of boxes that were later found to contain classified materials." 

They're seeking "clarification regarding the timeline of events prior to November 2, 2022," when the White House said the documents were discovered at Penn Biden Center.

They believe Remus has "direct knowledge of certain events relevant to this investigation prior to her departure from the White House in July 2022" and question why she "assumed responsibility for the task after your departure in July 2022, instead of your successor as White House Counsel," per the subpoena.

The big picture: Attorney General Merrick Garland appointed Robert Hur in January as special counsel to investigate Biden's handling of the documents found at his Delaware home and a private office space after the end of the Obama administration.

Hur interviewed Biden last month about the documents — which were discovered by Biden's personal attorneys, who said they alerted National Archives.

What they're saying: "Instead of doing their jobs to fund the government and avoid yet another extreme and dangerous government shutdown of their own making, House Republicans are focused on a baseless fishing expedition just to try to smear the President for political purposes," said Ian Sams, White House spokesperson for Oversight and Investigations, on Monday night.

Sams in his emailed statement linked to comments by leading Republicans linking investigating Biden to 2024 election poll numbers.

"Today's stunts are meant to get extreme House Republicans attention for themselves on Fox News and to distract from their total inability to govern as responsible adults as they march toward a government shutdown in just four days," Sams said.

"They are also the latest example of House Republicans' extreme efforts to undermine the rule of law and interfere in ongoing Justice Department investigations," he added.

"Americans want Congress to focus on issues that matter to them and their families, not these ridiculous partisan political stunts that make a mockery of how Congress is supposed to function."

An internal State Department dissent memo accuses President Biden of "spreading misinformation" on the Israel-Hamas war and alleges that Israel is committing "war crimes" in Gaza, according to a copy of the memo obtained by Axios.

Why it matters: The scathing five-page memo — organized by a junior diplomat who has suggested on social media that Biden's support of Israel has made him "complicit in genocide" in Gaza — offers a rare look at the raw divisions within the Biden administration over the Israel-Hamas war.

The memo — signed by 100 State Department and USAID employees — urges senior U.S. officials to reassess their policy toward Israel and demand a ceasefire in Gaza, where more than 11,000 Palestinians have been killed in the war, according to Gaza's Hamas-controlled health ministry.

Some of the memo's language echoes that of progressive activists in the U.S., whose anger and protests over Biden's handling of the war have rippled through the Democratic Party — and created a new challenge for the president's 2024 campaign.

Without offering a specific example, the memo accuses Biden of "spreading misinformation in his Oct. 10 speech" supporting Israel, one of the signature addresses of his presidency.

The memo also said that "we strongly recommend that the (U.S. government) advocate for the release of hostages by both Hamas and (Israel)" — citing the "thousands" of Palestinians being held in Israel, including those "without charge." 

Driving the news: The memo, transmitted to the State Department's policy office on Nov. 3, opens by noting the "recent atrocities committed by Hamas on October 7th" — a reference to Hamas' attack on Israel that killed 1,400 people and ignited the war.

For the most part, however, the memo's authors focus on Israeli Prime Minister Benjamin Netanyahu's counterattack on Hamas in Gaza.

Biden has backed Israel's response while expressing concern about humanitarian issues in Gaza, but the memo says Biden should do more to question Israel's actions.

Those actions — which have included cutting off electricity, limiting aid and carrying out attacks that have displaced hundreds of thousands of Palestinians — "all constitute war crimes and/or crimes against humanity under international law," the memo alleges.

"Yet we have failed to reassess our posture towards Israel," the memo states. "We doubled down on our unwavering military assistance to the (Israeli government) without clear or actionable redlines."

What we're watching: Throughout the document, there are broader critiques of U.S. policy in the Middle East and what the authors call a failure to advance a viable path to a two-state solution in the conflict between Israel and Palestinians, which Biden has said he supports.

"Members of the White House and (the National Security Council) displayed a clear disregard for the lives of Palestinians, a documented unwillingness to de-escalate, and, even prior to October 7, a reckless lack of strategic foresight."

The memo also criticized Biden for "questioning the number of deaths" in Gaza.

On Oct 27, Biden said he had "no confidence" in the figures provided by the health ministry in Gaza, while also saying he was "sure innocents have been killed" there.

The intrigue: It's unclear how many dissent memos have been filed within the State Department during the Israel-Hamas war. Politico reported last week on a memo that called for the U.S. to "publicly criticize Israel's violations of international norms."

That language is not included in the copy of the memo obtained by Axios.

Between the lines: Since the Vietnam War, the State Department has maintained a "dissent channel" to give diplomats — in distant embassies and in the department's headquarters — a way to register their opposition to policies.

Dissent memos are supposed to stay within the building, but sometimes they are leaked to the media. 

Recent memos include a 2016 cable, signed by 51 diplomats, criticizing the Obama administration's policy toward Syria, which leaked.

A 2021 memo on the U.S. decision to withdraw forces from Afghanistan did not leak, but became the subject of a showdown between Congress and the State Department. 

What they're saying: The State Department "is proud there is an established procedure for employees to articulate policy disagreements directly to the attention of senior department leaders without fear of retribution," a State Department spokesperson said.

"We understand — we expect, we appreciate — that different people working in this department have different beliefs about what United States policy should be," the spokesperson said.

The big picture: In Secretary of State Antony Blinken's public and private diplomacy, he has worked to ensure the flow of humanitarian assistance and minimize the military impact on Palestinian civilians, according to an administration official.

In his visit to Israel this month, Blinken asked Netanyahu and members of Israel's war Cabinet to begin humanitarian pauses in the fighting to allow aid to reach Palestinian civilians in northern Gaza.

Last week, Israel agreed to begin "tactical localized humanitarian pauses," Axios' Barak Ravid reported.

Last month, Blinken met with some State employees who have criticized Biden's approach, the Huffington Post reported.

Dissatisfied with President Biden and former President Trump, some Arizona swing voters would prefer Robert F. Kennedy Jr. in 2024, according to our latest Engagious/Sago focus groups.

Why it matters: Interviews with Arizona voters who pivoted from Trump in 2016 to Biden in 2020 suggested they are open to a third option other than the two candidates leading their parties. 

"With so much antipathy toward Trump and Biden, swing voters are off-the-charts receptive to a third alternative, especially one with such a recognizable name," said Engagious president Rich Thau, who moderated the focus groups.

"I like the Kennedys. I would look at the past with their family for the ones that … helped run this country. That would be my reason why I would like to choose a Kennedy to come back into office," said Tina N.

Zoom in: Axios sat in on two Engagious/Sago online focus groups Tuesday night with 11 Arizona voters. Two were Democrats, three were Republicans, and six were independents.

A focus group is not a statistically significant sample like a poll, but the responses show how some voters are thinking and talking about current events.

The big picture: Most voters said they would prefer Biden over Trump if next year's race is a repeat of the 2020 election, but they have some real concerns about the incumbent.

"He looks like he's stumbling a lot, so there's a balance issue," said Jocelyn H., referencing Biden's health. 

The group participants said they aren't seeing many examples of the economic success that the Biden campaign is trumpeting via social media and ads in their community.

"We're not back. We've entered onto a good path back, and there's still a lot more work to do," said Steven F. 

Between the lines: None of the voters could identify Rep. Dean Phillips (D-Minn.), who recently launched a Democratic presidential bid, by name. 

And while most thought it's a good thing that the president has a primary challenger, some weren't sure that Phillips is the right guy.

Between the lines: No one in the group disapproved of Biden's handling of the war in Gaza, but only three of the participants would say they approve. 

"I think he's hamstrung like the folks over in Israel themselves are as to how do you fight a war in a civilian area while protecting the civilians, while taking out their oppressors, their enemy, who wants them all wiped off the face of the earth, including the entire state of Israel and all its population," Steven F. said. 

"I don't know about the funding. I mean, it seems like we're just dumping money into Ukraine and Israel. Obviously if they need the help, it needs to be reciprocated. They need to give us something in return, but I think that we need to support our allies," John M. said.

The bottom line: No one in the group thought Trump would do a better job than Biden in handling the war in Gaza and most participants did not regret swinging to Biden in 2020.

President Biden in a call with Israeli Prime Minister Benjamin Netanyahu on Monday raised the possibility of a "tactical pause" in the fighting in Gaza, the White House said in a statement.

The latest: In an interview with ABC News that aired later Monday, Netanyahu didn't rule out a "tactical pause" in the fighting in Gaza.

"There'll be no ceasefire, general ceasefire, in Gaza without the release of our hostages," Netanyahu said. 

"As far as tactical little pauses, an hour here, an hour there. We've had them before. I suppose we'll check the circumstances in order to enable goods, humanitarian goods to come in, or our hostages, individual hostages to leave," he added. 

It was a slight shift from his stance last week when he told Secretary of State Tony Blinken that there would be no pause in fighting unless hostages were released.

Driving the news: The Biden administration has rejected calls for a ceasefire, but it does believe that a "pause" in the fighting could provide Palestinian civilians with opportunities to safely depart from areas of ongoing fighting,  ensure assistance is reaching civilians in need, and enable potential hostage releases.

What they're saying: White House National Security Council spokesperson John Kirby said in a press briefing after the call between Biden and Netanyahu that the U.S. would want to see humanitarian pauses "as soon as possible."

Kirby said that because the Biden administration believes there is value in humanitarian pauses, it will continue discussing the issue with Israeli officials.

He pointed to other issues Israel eventually agreed to, particularly after pressure from the Biden administration, including allowing aid into Gaza. 

"We think we are at the beginning of this discussion and not at the end," he said.

The big picture: Vice President Kamala Harris separately on Monday spoke to Emirati President Mohammed Bin Zayed and Bahraini Crown Prince Salman bin Hamad Al Khalifa about the situation in Gaza. 

Harris told both leaders that the U.S. is working to protect Palestinian civilians in Gaza and to increase humanitarian aid, the White House said. 

She also made clear it is critical to ensure that Palestinians are not forcibly displaced outside of Gaza and underscored the Palestinian right to self-determination, the White House added.

Biden raises possible "tactical pause" in Gaza fighting with Netanyahu

Netanyahu has rejected calls for a humanitarian pause in the fighting, saying any such agreement must include a hostage release.

In a major speech on Thursday, Treasury Secretary Janet Yellen insisted the Biden administration does not want to harm China's economy or force its neighbors to "take sides" between Washington and Beijing.

Why it matters: The administration is deploying Yellen to frame President Biden's overall approach to the Ind-Pacific region ahead of his highly-anticipated meeting with Chinese President Xi Jinping later this month on the sidelines of the APEC summit in San Francisco.

The basic offer from the Biden administration to the entire region boils down to a simple proposition: More trade for partners and allies and less reliance on China for America's supply chain.

China's response to Biden's proposal will define the relationship for the coming years.

"The U.S.-China relationship is among the most consequential in the world," Yellen told Asia Society in D.C. according to prepared remarks.  "We need to get it right.

Driving the news: Yellen is claiming — as she has in the past — that the U.S. doesn't want to completely "decouple" the U.S. and Chinese economies.

"We have no interest in such a divided world and its disastrous effects," she said.

"De-risking" is the term-of-art officials prefer to use. In practice, that means diversifying supply chains through more trade with other Pacific rim countries.

It also translates into tight export controls on semiconductors heading to China and restricting outbound investment in its technology sector.

Officials have used innovative techniques to achieve straightforward  goals: They want to prevent Beijing from gaining an advantage in artificial intelligence or any other military technology.

Zoom out: The Treasury secretary – and by extension, the entire administration – is walking a fine line.

Officials want to put Beijing on notice that the U.S. plans to rely more on China's neighbors for crucial items -- and less on China.

Zoom in: Three main goals will govern Biden's approach to China.

Officials want to prevent Beijing from gaining an advantage in artificial intelligence or any other military technology. "These are areas where we do not compromise," Yellen said.

Officials want to foster "a healthy economic relationship that benefits both sides." But team Biden reserves the right to challenge any potential unfair trade practices from China.

The U.S. wants to preserve the ability to work with China on global challenges, including climate change. On this last  goal, clear lines of communication, like the ones Treasury has established, are important.

The bottom line: Team Biden wants China's neighbors — and China — to know that "economic ties" will underpin its approach to the Indo-Pacific region

"Claims that America is turning away from the Indo-Pacific are wholly unfounded," Yellen said. "We are deepening our economic ties across the region."

President Biden told Israeli Prime Minister Benjamin Netanyahu that Israel should conduct its offensive against Hamas in Gaza "in a manner consistent with international humanitarian law that prioritizes the protection of civilians," the White House said on Sunday. 

The big picture: It was the first call between the two leaders since the Israeli military expanded its ground operations in Gaza late Friday. 

There's growing pressure worldwide for a humanitarian ceasefire, as the death toll in Gaza mounts and conditions in the Strip worsen.
