Federal helicopters disrupt daily life in Southwest Portland

The latest: An appellate court ruled Monday that Trump could deploy National Guard troops, though it remains unclear when boots could be on the ground.

What they're saying: Our constituents are "angered and stressed by the persistent noise, by the frequent disruptions from the helicopters, and by what they perceive as misuse of government resources," U.S. Rep. Suzanne Bonamici wrote last week to the Department of Homeland Security in a joint letter with other Oregon lawmakers.

• The letter asked DHS officials to explain why the helicopters are flying, whether the agency has taken steps to minimize disruption to residents and how long they plan to keep flying.

By the numbers: On Sept. 27 and 28, the Port of Portland received 40 noise complaints about the helicopters, the letter notes.

• That's four times the number of complaints filed during the previous fiscal year.

Zoom in: "The constant helicopters and planes going over downtown Portland are infuriating," one complaint read, per OPB. "I am a nurse and need sleep. This is ridiculous."

• "I have been deployed to Afghanistan, and this is worse," reads another.

What's next: The Federal Aviation Administration last week restricted airspace above the ICE facility to government aircraft for "special security reasons," OPB reported.

• The restriction runs through at least Nov. 17.
