This winter is about to be real chilly and damp.
The big picture: The National Oceanic and Atmospheric Administration released its outlook for December, January and February, which calls for below-average temperatures and above-average precipitation in the Pacific Northwest.
Zoom in: The weather outlook is due in part to a developing La Niña — an area of cold ocean waters near the equatorial Pacific — which typically pushes storms farther to the north.
More rain and snow would be welcome in areas of central Oregon and Washington, where NOAA predicted winter precipitation could bring some areas out of a long-running drought.
