Exclusive: Harris to slam Trump in Arizona, Maryland on Dobbs anniversary

• Trump insists that abortion regulations, post-Roe, should be left to the states to decide, but he has repeatedly taken credit for the Supreme Court overturning Roe in 2022.
• Democrats want to remind voters of the link between Trump's three court nominees and how they voted on Roe.

State of play: Maryland and Arizona are among a dozen states where Democrats hope that state referendums on abortion will help improve turnout in November.

• Since Dobbs, Democrats consistently have won midterm and state elections in which abortion has been on the ballot.
• Such ballot measures repeatedly have prevailed in the post-Roe era, even in red states.
• And in Arizona earlier this year, the state Supreme Court restored an 1860's law banning nearly all abortion.
• Gov. Katie Hobbs (D) signed a bill to repeal the ban last month.

Zoom out: The Harris trip is part of a broader Democratic strategy of linking the fall of Roe with any abortion restrictions — and blaming Trump and congressional Republicans.

• Harris, who has made reproductive rights one of her signature issues, earlier this year became the first vice president to visit an abortion clinic.

• Biden rarely says the word abortion, though he frequently criticizes the court's decision to overturn Roe.
• But Harris jumps at nearly every opportunity to raise the issue.

The other side: Trump has acknowledged the potency of abortion attacks and has urged House Republicans to strike a measured tone on abortion on the campaign trail and to embrace exceptions.

The intrigue: Aside from Biden fundraising in D.C. suburbs, Maryland hasn't seen much presidential action.
