"A gift to the people of Phoenix and all who visit this Park in honor of Richard Snell," sponsored by Arizona Public Service (APS).
Between the lines: Snell was named president, CEO and board chairman for APS holding company Pinnacle West in 1990. He retired in 1999.
Former APS lobbyist Marty Shultz tells Axios Phoenix that Snell was instrumental in raising money from the Steele Foundation to create the park, so the hill was named in his honor.
