Immigrant rights groups pressure Philly to enforce new ICE restrictions

Immigrant rights organizations say Mayor Cherelle Parker's administration has yet to fully implement the city's so-called "ICE Out" laws.
Why it matters: The laws place new limits on how federal immigration authorities can operate in Philadelphia and how city employees interact with them. Advocates say those protections mean little if the city doesn't put them into practice.
Driving the news: The Pennsylvania Immigration Coalition sent a letter to the Parker administration yesterday, demanding the city explain how it plans to carry out the new laws, which took effect earlier this month.
Catch up quick: The laws restrict when federal immigration agents can use city property, limit data sharing with those agents, and prohibit Philadelphia police from partnering with them in most circumstances.
- A federal judge recently put on hold one of the new laws: prohibiting agents from wearing masks.
What they're saying: "Immigrant communities have been made aware that there's some extra layers of protections ... for their immigration status, but there's no information anywhere around what it means for people," coalition spokesperson Miguel Andrade tells Axios.
In its letter, the coalition, which includes more than 60 groups, says the administration has yet to put in place requirements laid out by the laws, including:
- Training city employees about how to enforce the restrictions.
- Installing signage in city facilities explaining where ICE access is restricted and how employees should respond.
Plus: The groups say Parker has yet to establish how to report violations and how those complaints will be handled.
The other side: The Parker administration declined to comment, and did not answer Axios' questions about what implementation steps, if any, have been taken.
The big picture: As President Trump's immigration crackdown escalates, advocates are pressing local governments to strengthen immigrant protections and limit cooperation with ICE.
Reality check: Parker has largely avoided direct confrontations with Trump. Carrying out the new laws could change that.
- While Parker publicly supported most of the bills, implementing them could expose Philadelphia to legal challenges, federal funding threats or increased scrutiny from the Trump administration.
Worth noting: Philly has already experienced immigration enforcement raids that resulted in dozens of arrests during Trump's current term.
- An estimated 47,000 undocumented immigrants live in Philly, per the Migration Policy Institute.
Councilmember Rue Landau, one of the legislation's main sponsors, tells Axios that Philly's immigrant communities remain at risk every day they wait for answers from the Parker administration.
- "We need to have a clear process of next steps for implementation," she added.
