Ya Fav Trashman is placing oil-drum trash cans across Philly

• Haigler, who runs a nonprofit called Trash 2 Treasure, tells Axios the initiative has collected about a ton and a half of trash in three weeks.

Driving the news: Haigler's crew has placed the oil-drum trash cans at seven locations in North Philly and started collecting the trash twice a week, he tells Axios.

• After picking up the trash, they take it to the dump to get weighed. They're tracking how many tons of trash are collected between now and October.
• Haigler hopes to install the rest of the cans by mid-July.

Between the lines: The 35-year-old former city sanitation worker isn't working with the city on his new initiative nor did he seek city permission. But Haigler tells Axios he sees himself as an unpaid, supplemental force in the Parker administration's war on filth.

• Haigler takes his cues from Walt Disney, who believed that people would only walk about 30 feet before dropping their trash on the ground.
• "I just want to be a help," he says.

City spokesperson Keisha McCarty-Skelton tells Axios that permits are required to place trash cans in the "the city's right of way," and city officials "can take action if issues arise" with Haigler's receptacles.

• Through its community partnerships, the sanitation department has an adopt-a-basket program that allows neighborhood block captains to request wire litter baskets for their neighborhoods, as long as they're properly maintained.

What we're watching: Haigler hopes his viral social post on the effort, which has more than 12,000 views, will help him raise about $75,000 so he can continue paying his crew to do the work through the fall.
