Google will pay Entergy Arkansas $526 million to help build Cypress Solar near Pine Bluff, plus another $190 million for transmission upgrades, the Arkansas Democrat-Gazette reported first.

Why it matters: The disclosure puts numbers on a deal that has stayed mostly confidential and lands as Entergy faces a separate rate case before the Arkansas Public Service Commission (PSC) that will impact 730,000 customers, drawing objections from Walmart and other business groups.

Driving the news: Details came from documents obtained through an Arkansas Freedom of Information Act request made to the PSC by resident Jessica Kivell and shared with the newspaper.

Flashback: The Arkansas Democrat-Gazette has been trying for months to obtain the contract details through public records requests and a lawsuit that was dismissed by the judge.

Google last fall announced the $4 billion data center would be built on 1,100 acres near West Memphis.

The big picture: Google's deal with Entergy shows how a national data center boom is colliding with Arkansas utility costs, secrecy and pressure over who should pay for the power buildout.

State of play: The solar and battery project in Jefferson County will feed the grid serving Google's West Memphis data center. Google's portion will pay for about a third of its estimated construction costs.

The PSC memo cited by the paper says Google's payments include $443 million in accelerated payments and $83 million in minimum demand payments.

It also says service starts in February 2027 and ramps up to 600 megawatts by October 2029.

Entergy said Google will pay rates that cover the cost of the resource.

The other side: Entergy declined to comment on the documents and Google did not immediately respond, the Arkansas Democrat-Gazette reported.

What's next: Entergy's next big test comes Nov. 4–5, when the PSC takes up the rate case and can question the utility on the Google-related power buildout, customer costs and its push for higher base rates.

Northwest Arkansas will need $1.5 billion in additional wastewater-plant investment to support future growth, Northwest Arkansas Council president and CEO Nelson Peacock said Wednesday.

Why it matters: The region has enough wastewater capacity for now, "but it's in the wrong places," Peacock said. That mismatch could shape where Northwest Arkansas can add housing and commercial development.

Driving the news: Peacock previewed the findings from a regional study not yet released as part of his introduction to a Growing Home NWA event attended by about 400 people at the Fayetteville Public Library. 

The council and the state of Arkansas began the regional wastewater study last year and expect to release its findings this fall, Peacock said.

The $1.5 billion estimate covers needed investment in plants but does not include other infrastructure the region will need, he said.

State of play: Aryana Davin, project manager for Hawkins-Weir Engineering Inc., the firm conducting the study, confirmed for the Northwest Arkansas Democrat-Gazette that the price tag will be more than $1 billion.

What they're saying: "The study is going to help us try to be as efficient as possible as we move forward," Peacock said.

"Because the bottom line is, the decisions we make over the next several years will shape the region that we lead for the next generation."

What's next: A draft will go to a steering committee of local leaders in September. The study will become public after the committee recommends changes and approves a final version, but no release date has been set, the newspaper reported.

Meanwhile, the NWA Council plans to have its Annual State of the Northwest Arkansas Region Report meeting on Oct. 23.

A federal judge denied Entergy Arkansas' request to block the Arkansas Democrat-Gazette and Arkansas Times from publishing more details about its Google data center deal.

Why it matters: The ruling reinforces a high legal bar for companies seeking to stop news organizations from publishing government records they say were mistakenly released.

Catch up quick: On Monday, the Arkansas Democrat-Gazette reported that Google will pay Entergy Arkansas $526 million to help build a solar farm to power the data center, plus another $190 million for transmission upgrades.

The details came from Arkansas Public Service Commission (PSC) documents obtained by resident Jessica Kivell through a Freedom of Information Act request and shared with the newspaper.

In its complaint filed Tuesday, Entergy says the PSC "mistakenly disclosed" trade secrets that were protected by a services agreement between Entergy and Google's front business, Altitude Capital LLC.

Driving the news: U.S. District Judge Lee Rudofsky of Little Rock said the utility's request was the same as prior restraint of the organization's First Amendment rights, the newspaper reported Wednesday.

Rudofsky said he recognized that part of the information the newspaper published could include trade secrets, but that did not trump the First Amendment's provision for a free press, the Arkansas Times reported.

Friction point: "The information first published in the Aug. 31 Arkansas Democrat Gazette contains a serious and careless mathematical error," Entergy's statement, shared by spokesperson Matt Ramsey after the judge's ruling, says. "The calculation accounts for only 12 months of payments rather than the full twenty-year term of the agreement — a fact that was known to the paper but not included in its math."

The ADG story said Google's payments would cover only about a third of the total $1.6 billion cost of the Cypress Solar farm near Pine Bluff that's being built to support the data center.

But Entergy's explanation says Google will end up paying more than $2.1 billion over the 20-year agreement, covering the cost of the solar farm.

The company is demanding a correction from the paper.

The other side: "This statement operates on a fallacious and unchecked assumption that the figure in question was the result of a mathematical calculation," Lee Wolverton, executive editor of the newspaper, said in an emailed statement to Axios late Wednesday.

"This is untrue. Entergy never inquired with the Arkansas Democrat-Gazette about the source of the number. The figure in question, $526 million, was cited in documents obtained in the records request … Entergy, in fact, performs calculations in its statement that we have not seen substantiated by the records."

Wolverton did not directly address Entergy's demand for a correction.

"Our duty as a news organization and the duty of all news organizations is to inform the public as fully as possible about issues of high public interest," he said.

The Arkansas Times never had access to the documents and it was unclear why Entergy believed it did, the publication's editor-in-chief, Austin Gelder, wrote in a statement to Axios.

Reality check: Entergy has not publicly revealed the rate it will charge Google.

What's next: Rudofsky said in a docket entry that he would set a schedule for briefs regarding a request for a preliminary injunction after both sides confer.

Art Bridges Foundation is examining hospital-art strategies and could eventually help museums and health care providers build arts programs that could have positive outcomes for patients.

Why it matters: NWA could become a testing ground for using art to offer patients a sense of calm, give families a moment of reprieve and help health care workers reset.

Driving the news: The foundation gathered nearly 20 hospital curators from the U.S. and Canada at Crystal Bridges on Aug. 20 to compare how they select, install and evaluate art.

Founded by Alice Walton, Art Bridges partners with more than 400 museums nationwide to help share American art with other communities.

The big picture: Hospital curators increasingly treat art as part of the care environment, not decoration added after construction, several of the curators said. 

Case in point: At NYC Health + Hospitals, the Arts in Medicine department sits within the Office of Quality and Safety. The department is held to standards similar to clinical teams and evaluates its programs through research partnerships and staff surveys, curator Ryan Patrick told Axios.

"Visual art, we consider it to be like a form of hospital equipment and truly a form of clinical infrastructure," he said. "We think it should be measured, supported, and researched as such."

Patrick's team studies a clinical unit, selects art with frontline staff, installs it guided by environmental design psychology and then evaluates the response.

Staff are a primary audience because caring for them can carry through to patients, Patrick said. 

Yes, but: So-called universally soothing imagery is not universal.

Soft colors, landscapes and flowers may work in some hospitals. In New York, some patients and employees described nature scenes as lonely or merely decorative, Patrick said.

The lesson is to respond to the community rather than prescribe a single visual cure, Patrick said.

Zoom out: Other curators shared their practices, which were all tailored to their collections, campus sizes and clinical needs.

State of play: The foundation and its local partners may try some of the approaches discussed at the meeting as a health campus in Bentonville is developed, Art Bridges CEO Anne Kraybill told Axios.

That could include indoor and outdoor art and broader programming.

What's next: Art Bridges plans to eventually build a digital resource — a practical playbook — where arts and health care professionals can find guidance, connect and ask questions.

Longer term, it hopes to bring museums and health care providers together to design programs for their communities, Kraybill said.

America's grocery squeeze has been most painfully felt in a few expensive categories, like beef, coffee and chocolate.

Now, the forces pushing up food prices are starting to pile up: expensive grain, soaring fertilizer and fuel, plus unpredictable weather and raging wars.

Why it matters: The next grocery price shock could hit much harder — and much wider.

The big picture: Your grocery store is fed by a vast global supply chain, and pressures are building all along it.

The Iran and Russia-Ukraine wars have driven up diesel prices, making it more expensive to operate farm equipment for harvesting and to truck food from suppliers to stores.

The war in Iran has also disrupted fertilizer supply and price, as a large share of the world's fertilizer passes through the Strait of Hormuz.

Corn and wheat prices are surging, this week hitting their highest level in three years. Bad weather has hit corn crop yields, and the Russia-Ukraine war has roiled wheat exports. 

Zoom in: Arkansas led the nation in farm bankruptcies last year. The state is the No. 1 grower of rice and the third-largest producer of poultry, so stress, like that described by Arkansas farmers to Axios this spring, can impact the national food supply and ultimately grocery prices. 

Friction point: Wheat's a key ingredient in pantry staples and corn is a major animal feed, so as they go up, so can meat, dairy and eggs.

The intrigue: Don't assume those soaring commodity prices are a bonanza for farmers, either. They're still getting squeezed by all the other crises.

Add all these pressures to the list of already inflated food items:

Instant coffee is up 15.8% year-over-year; tomatoes, 12.8%; beef roasts, 13.5%; apples, 11.1%.

In the latest Economist/YouGov poll, about three-quarters of people said grocery prices are still rising where they live.

Threat level: There's reason to believe it's only going to get worse.

In a widely cited report earlier this month, J.P. Morgan analysts warned that global food inflation would hit 5% in the first half of 2027, nearly double what it was in the first half of 2026.

The bottom line: These forces don't drive up your grocery budget overnight, but the compounding strain on the cost of growing, harvesting and transporting food is poised to make an already expensive grocery run even worse.
