Chinese Foreign Minister Qin Gang, who hasn't been seen in public for a month, was removed from office on Tuesday, state media reported. 

Why it matters: Qin's removal only seven months into the office has injected a dose of uncertainty in China's foreign policy circle. 

Details: Qin's dismissal was announced at a meeting of the National People’s Congress Standing Committee, a top decision-making body of China’s parliament. Beijing gave no reason for his removal.

State media said Wang Yi, who had previously served as the foreign minister and is now President Xi Jinping's top foreign policy adviser, has replaced Qin.

Inexpensive electric cars from China have quickly gained a toehold in Europe — and could be taking over American driveways next.

Why it matters: The Biden administration is incentivizing rapid electric vehicle (EV) adoption, while also trying to reduce U.S. dependence on Chinese EV supply chains.

Yet experts say there's no way to meet the administration's proposed vehicle emissions standards without low-priced EVs that everyday Americans can afford.

With today's U.S. EV prices averaging close to $55,000, there's a big opening at the bottom of the U.S. market for budget-priced cars from Chinese brands like BYD, Xpeng Motors and Li Auto.

What they're saying: John Bozzella, CEO of the Alliance for Automotive Innovation — a Washington, D.C.-based automotive industry trade group — sees inherent tension between the Biden administration's goals of promoting EV adoption while also reducing U.S. reliance on Chinese supply chains.

The U.S. doesn't have enough domestic minerals and components to meet the proposed quick ramp-up in EV sales, Bozzella argued in a recent blog post, which would mean continued reliance on China. 

But if the U.S. moves too slowly on electrification, it could also leave open the market to Chinese imports as consumers seek entry-level options, he wrote.

"This is our Goldilocks problem," Bozzella wrote. "Too fast: advantage China. Too slow: advantage China."

The other side: A Biden administration official says its policies, including tax breaks for consumers and manufacturers, aren't intended to shut China out of the market but rather to help make domestic EVs more cost-competitive with Chinese cars.

Catch up fast: Just a few years ago, China-made cars were poorly designed with inferior quality. But today, the Chinese auto industry makes desirable, technologically advanced models at affordable prices.

China's EV industry has soared in recent years thanks to government incentives, cutthroat competition and receptive consumers.

China is now the world's largest electric vehicle market, accounting for 60% of global electric car sales, led by homegrown brands such as BYD and Geely, as well as U.S.-based Tesla.

But as their domestic market has become increasingly saturated, Chinese EV giants are looking abroad to boost sales.

In Europe — where a 2035 ban on gas-powered vehicles looms — Chinese imports are on track to hit 20% of EV sales by 2025, with models like Great Wall Motor's new budget EV called the Ora Funky Cat.

It's a different story in the U.S., where China-built cars face bigger hurdles: a hefty 27.5% tariff imposed during the Trump administration, and tax credits that incentivize U.S.-built EVs enacted under President Biden.

Yes, but: Chinese automakers are not giving up.

William Li, CEO of Chinese EV company Nio, recently told the Financial Times that the U.S. should offer Chinese EVs equal access to the American market, arguing that carmakers shouldn't be victims of U.S.-China political tensions.

Nio, which recently hired a U.S. lobbyist, hasn't exported any cars to the U.S. yet — and is grappling with its share of domestic problems after a $3 billion bailout by Chinese authorities in 2020.

Li's plea was likely a "trial balloon" — a way of "softening the market" and "setting the table" for eventual U.S. sales, Tu Le, founder of management consulting firm Sino Auto Insights, tells Axios.

Reality check: Despite the hurdles, Le said the U.S. market is too big for Chinese automakers to ignore.

"Once the first domino falls, more will fall," he tells Axios.

In fact, some China-built cars are already for sale in the U.S. under Western brands, including the Buick Envision, Polestar 2 and soon, the Lincoln Nautilus.

And China's BYD is already the largest manufacturer of electric buses in North America.

The intrigue: The EV situation is one more wrinkle in the increasingly complex U.S.-China relationship.

U.S. Trade Representative Katherine Tai said last month that she sympathized with European concerns about surging EV imports from China, but she stopped short of encouraging officials there to take action against those imports or committing the U.S. to taking similar steps, Politico reported.

"It's a very tricky situation for policymakers," said Ilaria Mazzocco, a senior fellow at the Center for Strategic and International Studies. "You're trying to protect your industries, but there still are some rules like [those of the World Trade Organization] that shape global trade."

Meanwhile: Japanese, Korean and Western automakers are busy trying to make up for lost ground in China.

Volkswagen is investing in Chinese automotive startup Xpeng, and will partner with it to build electric cars featuring VW's branding but Xpeng's software and autonomous driving tech, the company announced Wednesday.

And Nissan is investing as much as $663 million in a new Renault EV unit — a move freeing up Nissan to focus on navigating the "increasingly grim outlook for foreign automakers," as Reuters put it.

What's next: Chinese automakers will likely follow the same script as Japanese and Korean brands decades ago: Use imports to exploit a void in the U.S. market, learn quickly and then go deeper with factories on American soil.

The U.S. decision to impose visa restrictions on Chinese officials last week brought renewed attention to Beijing's yearslong efforts to tighten its grip on Tibet and other regions.

The big picture: Tibet has ranked among the least free places in the world by Freedom House for more than a decade. Human rights experts have documented a number of alleged abuses, including Beijing's collection of genetic material of Tibetans without consent and the closure of Tibetan monasteries and nunneries. 

Driving the news: The U.S. State Department last week announced visa curbs on Chinese officials involved in what it described as the "forcible assimilation" of Tibetan children in government-run boarding schools.

The U.S. announcement cited a figure UN experts gave in a February report, which warned that nearly 1 million Tibetan children have been separated from their families and forcibly sent to government-run boarding schools, where they are required to complete a Mandarin Chinese curriculum without access to "a substantive study" of Tibetan language, history and culture.

These policies seek to eliminate Tibet's linguistic, cultural and religious traditions among younger generations of Tibetans, Secretary of State Antony Blinken said in announcing the U.S. restrictions.

Beijing this week hit back by imposing its own visa restrictions on U.S. officials who it claimed were spreading "rumors to smear China in this case or have long meddled in Tibet-related issues."

A Chinese Foreign Ministry spokesperson called the U.S. claim of "forced assimilation" a "pure fabrication," arguing that the boarding schools help ensure children from remote places have equal access to education, and that enrollment is voluntary.

Catch up quick: Tibet came under Chinese rule after government troops moved into the region in 1950 and began cracking down on local traditions. In 1959, the spiritual leader of the Tibetan people, the 14th Dalai Lama, fled to India, where he established the Tibetan government-in-exile and has lived ever since.

China intensified its crackdown on Tibetans' religious, cultural and linguistic rights during and after the region's last mass uprising in 2008.

Beijing's crackdown has included systematically merging schools in Tibetan areas as part of its broader "school consolidation policy" — a program that ramped up in the 2000s and prompted the closure of rural schools in large numbers, according to a 2021 report by the Tibet Action Institute, a U.S.-based advocacy group that seeks to advance human rights in Tibet.

The Chinese government claims the policy is intended to improve the quality of education in rural areas. In a 2015 policy document, Beijing explicitly asked local officials to "respect and protect" the rights of ethnic minorities to be educated in their own language. But Beijing has continued to push for wider adoption of Mandarin in Tibet.

The percentage of boarding school students nationally stood around 20% in recent years, but nearly 80% of Tibetan children ages six to 18 are estimated to be in boarding schools, the Tibet Action Institute report said.

More than half of the Tibetan boarding school students are from the Tibet Autonomous Region, but a significant number also live in other provinces with large Tibetan communities, such as Qinghai and Sichuan, the report found.

Between the lines: Due to an ongoing media blackout and stringent travel restrictions in Tibet, it's extremely difficult to obtain verifiable information about the living conditions there.

But there have been sporadic reports that shed light on the boarding school program. Some of the earliest accounts came from Gyal Lo, a Tibetan educational sociologist who visited dozens of government-run boarding preschools in Tibet between 2017 and 2019.

What they're saying: The head of the Tibetan government-in-exile, Penpa Tsering, welcomed the U.S. sanctions in a tweet last week, calling the boarding schools an attempt to "obliterate Tibetan identity from the face of earth."

Lhadon Tethong, co-founder and director of the Tibet Action Institute, said the U.S. move "telegraphs a really strong message inside Tibet that the world is paying attention."

"For the international community, especially other governments, it's a clear sign that this is an important enough issue that the U.S. has taken it up this way," Tethong told Axios.

What to watch: Tibetan activists are urging other governments to follow the U.S. and impose similar sanctions.

They're also asking countries to continue requesting meaningful access for government officials, media and independent observers to visit Tibet.

"Everybody needs to be pushing, and the end goal is to create a sustained and international pressure on Beijing to change and to do things better," Tethong said.

Half of U.S. adults say China is the greatest threat to the country, nearly three times the share who named Russia, according to a new Pew Research Center survey released on Thursday. 

The big picture: Pew also looked at how China is seen in 24 countries, finding negative views of the superpower across much of the West are at or near historic highs, and such views are growing in some developing countries that typically receive the superpower warmly.  

U.S.-China tensions, Beijing's initial handling of the COVID-19 pandemic, and aggression toward Hong Kong and Taiwan are among the key factors that have dimmed the global view of China in recent years, according to a Pew report last year.

In a rare public rebuke, Chinese President Xi Jinping in March denounced the Western countries led by the U.S. for allegedly "containing" China, laying bare his frustration with the obstacles that Beijing confronts on the global stage.

By the numbers: 50% of U.S. adults surveyed earlier this year named China as the biggest threat facing the country, Pew said, noting respondents were asked an open-ended question. About 17% said the same about Russia. 

The last time Pew asked a similar question in 2019, equal shares of Americans (24%) named China and Russia as the top threat to the U.S.

Americans saw China as both an economic and a national security threat, while they saw Russia primarily as a security threat, according to the new survey.  

Republicans and Republican-leaning independents are more likely than Democrats and Democratic-leaning independents to name China as the greatest threat to the U.S. (63% vs. 40%). A wide perception gap also lies between Americans ages 65 and older and those ages 18 to 29 (61% vs. 36%).

"A lot of the relationships that we have with China have changed," Laura Silver, an associate director at the Pew Research Center, told Axios, citing China's human rights records, concerns over China as a growing technological power and the deepening China-Russia partnership.

Zoom out: The accompanying Pew report examining global views of China covered some of the largest economies, including the U.S., Canada, Japan and France. It also looked at eight major middle-income countries, including India, Brazil, Mexico and Nigeria, for the first since 2019. 

A median of 67% of adults across 24 countries expressed unfavorable views of China, while 28% had favorable opinions.

Some 83% of those surveyed in the U.S. expressed unfavorable views of China, only slightly up from 82% last year. 

Most high-income countries surveyed did not see a significant jump in the percentage of people who said they viewed China unfavorably  — "negative views have simply remained high in recent years," Pew noted.

But the percentage of such views in many of those nations is at or near historic highs. About 79% of those surveyed in Canada, 72% in France and 76% in Germany said they view China unfavorably. 

Australia and Japan had the highest percentage of respondents (87% in both countries) who said they held negative views of China.

In middle-income countries, the views of China are less clear-cut. In India, 67% of adults viewed China unfavorably, compared to 46% in a 2019 survey. About 48% of Brazilians viewed China unfavorably, compared to 27% in 2019.

But in Indonesia, 25% viewed China unfavorably, down from 36% in 2019. Just 15% of Nigerians and 23% of Kenyans expressed negative views about China.

"Negative views of China have gone up in some middle-income countries, but on balance ... [their] views of China are more moderate, definitely less negative than in high-income places," Silver said. 

For the survey covering the greatest threats to the U.S.:  Pew surveyed 10,329 U.S. adults from May 30 to June 4, 2023. Everyone who took part in this survey is a member of Pew Research Center’s American Trends Panel (ATP), an online survey panel that is recruited through national, random sampling of residential addresses. Following a long lull, Chinese buyers once again dominated foreign purchases of U.S. homes in recent months, according to a new report. 

Why it matters: For years, Chinese nationals made up the largest group of foreign buyers of U.S. homes, but their share plunged during the pandemic when they faced strict lockdowns and travel restrictions. The latest data from the National Association of Realtors indicates that Chinese homebuyers are making a comeback in the U.S.

By the numbers: In the 12-month period between April 2022 and March 2023, Chinese buyers accounted for 13% of all foreign buyer purchases, according to NAR survey data, published this week. 

The share of Chinese buyers had plunged to 6% in the previous two years, mostly due to pandemic-related travel restrictions.

Chinese buyers spent $13.6 billion on existing homes during the most recent period, more than doubling the $6.1 billion they had spent the prior year.

Yes, but: "This doubling is just coming off that very low [number] and clearly still well behind the pre-COVID condition," NAR chief economist Lawrence Yun said of Chinese buyers. "China had a very extensive lockdown, but their residual impact is still not bringing Chinese back into the U.S. in any quick force."

Between 2014 and 2018, Chinese buyers spent more than $20 billion on existing U.S. homes every year, peaking at $31.7 billion in 2017, NAR data shows.

Zoom in: California was the top choice for Chinese buyers in the survey period ending in March, making up 33% of all homes purchased. 

Florida ranked second at 16%, followed by Texas at 8%. Both Florida and Texas have gained popularity because of their home affordability, according to NAR surveys and experts.

Between the lines: Most Chinese buyers are now purchasing U.S. homes for their own use, said Kashif Ansari, co-founder and group CEO of international property company Juwai IQI, citing the company data.

"In 2023, the typical Chinese buyer is no longer an offshore investor but is on their way towards becoming an American resident and citizen," Ansari told Axios.

What to watch: States across the U.S. have enacted or weighed legislation to limit Chinese citizens from buying certain properties, citing national security. 

A law in Florida that bars most Chinese citizens from purchasing homes in the state took effect last month. The ACLU, along with other organizations, has filed a lawsuit on behalf of four individuals and a Florida real estate brokerage firm challenging the law. The groups are seeking an injunction to block the law's enforcement.

Florida realtors previously told Axios that the law had significantly undermined Chinese buyers' interest in the state.
