Pinellas County, feds reach beach renourishment agreement

Local and federal officials have struck a deal to end a decade-long standoff over beach renourishment.

Why it matters: It puts Pinellas County in a better position to get federal funding for the next cycle of shoring up the beaches, which typically happens every five or so years.

Without federal support, the $126 million price tag for the most recent round of renourishment last year fell entirely on the county.
Renourishment widens and elevates the shoreline, helping protect homes, businesses and wildlife from storm surge like what the beaches experienced during Hurricane Helene in 2024.

State of play: The agreement, announced Friday, gives the county more flexibility when seeking permission from beachfront property owners to access their land.

Beach access is governed by an erosion control line set by the state. From that line to the water's edge is public beach. Toward land, it's private property.
For nourishment to work, contractors need to add sand to the full beach, regardless of who owns the sand.

Flashback: For years, the county and the Army Corps of Engineers split the cost and work it takes to pipe more sand onto the beaches.

That changed in the last decade, when the Corps began requiring beachfront property owners to sign wide-ranging easements that grant public access to and use of their land in perpetuity. Nourishment stalled.
The agreement no longer requires property owners to grant perpetual access, among other changes.
