Bay Area revives Clean Cars for All with $10 million boost

State of play: Fossil fuels for transportation are among the biggest drivers of emissions in San Francisco, accounting for nearly half of all greenhouse gases in 2022, per city data. But many drivers ultimately won't switch to an EV until it's cheaper and easier than driving a gas-powered car.

The big picture: The program, which had stopped accepting applications in January 2024 after running out of funding, aims to make EVs more affordable and reduce emissions while boosting equity in communities hit hardest by air pollution.

How it works: Eligible residents must live in the Bay Area Air District's jurisdiction and meet income limits based on household size.

• Through spring 2026, the program will provide up to $12,000 for a participant to trade in a 2007-or-older gas or diesel car for a new or used electric, plug-in hybrid or fuel cell vehicle or zero-emission motorcycle.

• Participants can also opt for an e-bike or prepaid transit card.
• Some may also be eligible for up to $5,000 in additional funds for adaptive equipment, such as wheelchair lifts.
• The highest incentives are available to those living in disadvantaged community census tracts.
• Applications will be processed on a first‑come, first‑served basis.
