The heat may be gone, but Henrico schools' HVAC problem isn't, as weeks of mechanical failures exposed a much larger maintenance problem across the division.
Why it matters: HVAC problems — and the money needed to fix them — have plagued Richmond-area school districts this year and, in some cases, cut into instructional time.
State of play: Henrico experienced widespread HVAC issues in the first weeks of school, with temperatures reaching 85 degrees in some classrooms, WWBT reported.
- Up to 18 schools, sometimes more, were dealing with AC outages on a given day, per WTVR.
- The problems were severe enough to close Short Pump Middle for a day and send Harvie Elementary students home early.
Zoom in: In a late-September message, Superintendent Amy Cashwell apologized to families and said the problem goes far beyond this fall's breakdowns.
- HCPS faces a $92 million deferred mechanical-maintenance backlog, Cashwell said.
- She also said the division is making a "fundamental shift" from reactive maintenance to more proactive care.
By the numbers:
- 5: HVAC technician positions the district is adding.
- 4 times a year: how often every school's HVAC system will receive preventive service.
- $3.9 million: value of the district's new preventive-maintenance contract.
- $26 million: the amount the district spent or committed through the capital plan on HVAC repairs and replacements over the past 2½ years.
What they're saying: HCPS operations chief Greg Dunaway acknowledged to WTVR last month that the division needed to put more resources into preventive maintenance.
Zoom out: Henrico isn't alone. Chesterfield estimates $850 million in maintenance needs over the next decade, driven largely by aging HVAC systems, per The Richmonder.
- While Richmond — where two schools were briefly shuttered at the start of the school year for HVAC-driven mold issues — faces $680 million in repair and maintenance needs, per WRIC.
What we're watching: Whether Henrico's new preventive-maintenance push can get ahead of the next test: winter heating season.
