Hull Street will finally get some sidewalks

A long-neglected stretch of Richmond's Hull Street will soon undergo a $37 million improvement project.
Why it matters: The project will bring sidewalks and streetlights to a strip of Hull where pedestrians are common and pedestrian-friendly infrastructure is virtually nonexistent.
State of play: The section of Hull Street being improved runs roughly a mile, from Warwick Road (about a mile west of Southside Plaza) to Hey Road (a little over a mile east of the Chesterfield line).
- The strip is dotted with aging strip malls boasting Latin restaurants and markets, dollar stores, a grocery store and bus stops — surrounded by hundreds of apartments and homes.
- Without crosswalks, people are often marooned on the skinny concrete median, and parents with strollers have to navigate well-worn dirt paths.
- Southwood, Richmond's biggest apartment complex that's home to the city's largest Latino neighborhood, is also nearby.

Zoom in: The new streetlights and sidewalks will be designed "to safely accommodate cyclists and pedestrians." The strip will also get:
- Signage and pavement markings
- Storm drainage improvements, plus new curbs and gutters
- Landscaping
- Traffic improvements, including pavement overlay and widening
What's next: The work is slated to begin on April 28 with funding from the city and state, plus Federal Smart Scale and Highway Safety Improvement Program money, per a news release.
- It should take about two years, and residents should expect to drive slowly and see a lot of orange cones during construction.
