Per usual in a crisis, Richmonders found a way to have a little fun with the city's winter storm-driven water emergency.

Why it matters: Sometimes — say, when most of the residents of a capital city lose running water and official information is sparse (at best) — one needs to laugh through the tears to get through it.

Driving the news: Richmonders, of course, brought their peak meme and shade game this week.
