New Orleans could make history with City Council vote this year

Catch up quick: Until a 2012 law change, New Orleans voters elected the two at-large City Council seats on a single ballot.

• Prior to the change, the Times-Picayune reports, Black politicians said white voters could game the single-ballot system, making it easier to fill both seats with white representatives.
• But since then, at least one at-large seat has been filled by a non-Black person despite the city remaining majority Black.
