What to know about the Mass. ballot question to repeal legal pot

Massachusetts voters are being asked to revisit legal cannabis at the ballot box this fall.
The big picture: The Bay State has become a key battleground state for opponents of adult-use cannabis who want to outlaw recreational sales nationwide.
State of play: The Coalition for a Healthy Massachusetts, the campaign behind the ballot question, proposes returning to a time when recreational cannabis was decriminalized, not legal. (Medical sales would remain legal.)
- The proposal, "An Act to Restore A Sensible Marijuana Policy," aims to reduce the risk of driving under the influence and prevent children from getting their hands on THC gummies, says Wendy Wakeman, the campaign's spokesperson.
- The campaign raised over $1.5 million by late 2025 from SAM Action Inc., an organization that doesn't disclose its donors, WBUR first reported.
What they're saying: "There have been public safety impacts, there have been mental health impacts and there have been quality of life impacts that people really didn't anticipate," she says.
Threat level: Massachusetts saw a spike in underage cannabis consumption between 2020 and 2023, but state health officials attributed it to hemp-derived cannabis products, which were unregulated until recently.
- Recent studies, including one from Mass General Brigham, suggest teen cannabis use has increased as legalization spreads, citing easier access to their parents' stash or poorly monitored websites.
Yes, but: Massachusetts dispensaries and online delivery services require multiple ID checks, cameras and, in brick-and-mortar stores, security guards, per state laws, regulations and business owners.
- The industry has grappled with its share of safety issues, ranging from moldy flower to the death of a cultivation worker.
- The Cannabis Control Commission has caught flak for failing to impose regulations quickly enough, but it has also faced scrutiny for its failure to swiftly update or reform layers and layers of red tape.
The other side: Tito Jackson, CEO of Apex Noire in Boston, says the ballot question would cost Massachusetts hundreds of millions of dollars of annual revenue and thousands of jobs — all over what he calls lies.
- "These folks are stuck in the antiquated 'Reefer Madness' days," he says.
- A repeal of adult-use sales, he added, would again lead to more fines and arrests for Black and Latino residents, who were disproportionately targeted by police in decades past during the war on drugs.
Zoom in: The repeal campaign has had its share of controversies over the past year, facing accusations of misleading voters, including one captured on video a month ago.
- Wakeman said the campaign worker in the video was let go.
What we're watching: The campaign and opposition have until November to set the record straight on what the ballot question actually does.
