Healey unveils post-MCAS graduation plan with new end-of-course tests

Gov. Maura Healey unveiled a new framework Monday for statewide graduation requirements that center on end-of-course exams.

Why it matters: Healey is attempting to balance business sector demands for uniform standards with voters' opposition to high-stakes testing following last year's MCAS exam repeal.

The big picture: The new framework includes state-administered end-of-course tests in subjects like Algebra I and English alongside locally designed capstone projects.

Yes, but: Students wouldn't be required to pass one high-stakes exam to graduate, unlike the old MCAS system voters rejected last year.

Zoom in: Additional requirements would include more coursework aligned with college standards, career planning, financial aid and financial literacy training.

Between the lines: The Massachusetts Teachers Association, the key force behind the MCAS repeal, rejected the plan, saying it "defies the will of voters."

The MCAS exam graduation requirement was removed via a ballot question supported by nearly 60% in 2024.
The state's other big teacher union, the American Federation of Teachers Massachusetts, backed Healey's plan.

Business groups were especially happy with the proposal.

"Massachusetts' economic future depends on a strong and measurable education system," Associated Industries of Massachusetts CEO Brooke Thomson said.

What's next: Final recommendations will be presented in June, then lawmakers will have to approve changes.
