It would add up to 225 housing units on a five-acre section of the property.
The current owner spent $11.6 million on the property in 2014 and filed an appeal against its sale.

They'd restore the 1875 Victorian Gothic property and build a five-story addition with ground-floor space for retail or restaurant uses.
The plan would use $6 million in state funding to restore the aging facade.
