Collins halts Wu's tax plan a second time

The other side: Part of the reason Collins is putting the brakes on the deal is that previous estimates to come out of Wu's office were far more dire.

• Wu claimed homeowners could see tax hikes of as much as 21% or 33% if the bill doesn't pass.
• Collins told reporters outside the Senate on Thursday that new data just submitted by City Hall showing the estimated 10.5% increase means "the sky's not falling" and that the emergency tax shift may not be necessary.

Zoom in: Collins has become the main point of opposition to Wu's plan, which is based on a deal she made with major Boston business stakeholders over how much to shift taxes from residents to commercial owners.

• The South Boston native is a more moderate Democrat in the old-school mold of former Mayor Ray Flynn and U.S. Rep. Stephen Lynch.

• He represented South Boston in the House from 2011 to 2018, when he won the Senate seat that covers Southie and Dorchester.

The intrigue: The Globe reported Collins received around $25,000 in campaign donations from the real estate and hospitality industries in the last two months as the Senate became the last venue able to stop Wu's plan.

What's next: The Senate meets again Monday.

• If the legislation doesn't become law soon, tax bills will go out to commercial taxpayers at the existing lower rate and residential owners will have to pay the higher taxes Wu is trying to stave off.
