Fifty years after the coup that ushered in the long and repressive dictatorship of Augusto Pinochet, Chileans are divided over their country's past. 

Driving the news: Many remain haunted — and continue to search for answers and call for accountability. But others, including a growing right-wing faction, see Pinochet as a model and his legacy of fighting communism as one to embrace. 

The big picture: The polarization reflects the crossroads Chile faces less than two years after electing a young, leftist leader with goals of reforming his country by replacing the Pinochet-era Constitution.

Instead, voters in September 2022 widely rejected the new, progressive constitution that would have enshrined reproductive, education, housing and Indigenous rights.

Flashback: On Sept. 11, 1973, Pinochet led the military in a violent takeover of the government, ousting President Salvador Allende, who came to power three years earlier and died during the siege.

In the 17 years that followed, the Pinochet-led military junta brutally cracked down on dissenters.

About 40,000 people were detained, tortured, killed or forcibly disappeared, up to 20,000 children were kidnapped and numerous other human rights abuses have been documented by a truth commission and rights groups.

State of play: This week's commemorations included a peaceful march led by families of victims of the Pinochet regime.

But the situation turned violent after a small number of counter-protesters tried to break up the march, underscoring what experts say is a worrying shift in how Chileans view their history.

Polls show that the percentage of Chileans who say they believe the military was right in carrying out the coup has increased from 16% in 2013 to 36% in 2023, while the percentage who say that coups are "never justified" dipped from 68% to 41% in that same timeframe, according to Robert L. Funk in Americas Quarterly. 

Powerful far-right opposition figures like 2021 presidential candidate José Antonio Kast have said "Chile chose freedom" on the day of the coup, and Congress member Jorge Alessandri recently said that the coup was "justifiable."

Luis Silva, a high-ranking member of the constitutional convention, set to draft a constitution that would replace the 1989 one written under Pinochet's rule, has said the dictator "was a statesman" and "worthy of admiration."

Zoom in: Led by Kast, Chile's Republican Party has gained political power over the last year and seems poised to keep growing, Claudio Fuentes, professor at the Diego Portales University in Santiago, tells Axios Latino.

The opposition — along with a growing political conservatism and distrust in government — has succeeded in stifling some of Boric's campaign promises, including a national tax reform and a new Constitution, Fuentes adds. 

Yes, but: Most people still oppose the Pinochet regime, and this anniversary marks an emotional time for many Chileans, Claudio Fuentes, professor at the Diego Portales University in Santiago, tells Axios Latino.

During a national address on Monday, Boric said the coup "cannot be separated from what came afterward. Human rights violations of Chilean men and women began right from the moment of the coup."

"A coup d'état or the violation of the human rights of those who think differently is never justifiable," Boric said.

Rodrigo Bustos, executive director of Amnesty International Chile, warned in a statement on Monday that Chileans "cannot allow hate speech and a loss of memory to propagate in our society."

"Keeping memory alive is crucial if we are to prevent future generations from experiencing the atrocities we had to live through in the past," he added. "A firm rejection of human rights violations and an unwavering commitment to the advancement of truth, justice, reparation and guarantees of non-repetition would be a powerful signal that we, as a country, deserve to live." 

What to watch: A new body of people elected to take another stab at drafting a new constitution is working on new articles. The right-wing opposition has the most representation on the council. 

Chileans are scheduled to vote on the draft in December, though polls show little support so far.

More than half of Hispanic college students considered leaving school for at least a semester last year — a staggering increase since 2020, according to a study released Wednesday. 

Why it matters: The study by the Lumina Foundation and Gallup illustrates that despite the overall increasing percentage of Latinos who enroll in college, they are struggling in a way that "should stop you in your tracks," says Gallup education researcher Zach Hrynowski.

By the numbers: The survey found 52% of Hispanic respondents said they were considering stopping their coursework for at least a term, a 10 percentage point increase from 2020.

43% of Black students, 36% of white students and 30% of Asian students said the same. 

Lumina and Gallup surveyed 6,008 enrolled college students — 1,307 of whom were Hispanic — over the span of about three weeks last fall.

Zoom in: Emotional stress, mental health and the costs of education were the top reasons Hispanic students gave, though they cited them at lower rates than their white peers.

For example, 63% of white students cited emotional stress as a reason for thinking about leaving school, while 46% of Hispanics said the same. 

Part of that could be driven by the still-existing stigmas around mental health in Latino communities, Hrynowski says. 

Hispanic students were much more likely than white students to say they were considering leaving college to care of an adult family member or because of childcare responsibilities.

What they're saying: College students from underrepresented communities need extra support to succeed, says CaVar D. Palmer Reid of Thrive Scholars, a national nonprofit that prepares students of color for college and provides mentoring and other services through graduation. 

Reid, the managing director of high school and college programs, says many students of color struggle to feel culturally connected in institutions that are predominantly white and grapple with being away from their families. 

"For some of our students, especially our Latinx students, they might be the interpreter at home, they might be a really trusted source of income at home," Reid adds.

"One of the things we try to do when we recruit students into this program is help them understand what we're trying to help you be set up to do is be a game changer in your home."

Brennis Carrillo, a 19-year-old Harvard sophomore who is part of the Thrive program, says she had a hard time adapting to the bustling life in Cambridge, Massachusetts, after growing up in Hobart, Indiana, a city of about 30,000 residents. 

"When I came onto Harvard's campus, I didn't really know that many people or know anything about the school. I was the first person from my high school ever come here. So it was definitely a big shock wave."

Carrillo says being part of a network and community through Thrive Scholars has helped her adapt and do well.  

"Having a community here can really mean a lot because this place is so intimidating and it's really easy to lock yourself in your room and get homesick," Carrillo says.

Latinas with bachelor's or professional degrees have to contend with a wider pay gap between them and their non-Hispanic white male peers than do other working Hispanic women, per a National Women's Law Center analysis.

The big picture: Although educational attainment is seen a means to economic stability, college-educated Latinas are still paid less than their white male peers and in some cases less than white men with less education.

Thursday is Latina Equal Pay Day, marking how far into the year Hispanic women had to work to earn what non-Hispanic white men earned in 2022.

Latinas are projected to make up 25% of the female population in the United States by 2060.

By the numbers: Latinas with a bachelor's or professional degree made 59 cents per every dollar paid to a non-Hispanic white man with the same level of education in 2022, according to the analysis of Census data.

Latinas without a high school diploma earned 62 cents per dollar, while those who graduated from high school earned 67 cents.

Latinas with an associate's degree or some college but no degree earned 66 cents per every dollar earned by a white man with that educational attainment.

The National Women's Law Center estimates that highly educated Latinas lose out on nearly $2.5 million in earnings over their lifetimes.

Overall, Latinas earn 57 cents per dollar earned by a white man. 

What they're saying: Taking time off to be a caregiver, a lack of pay transparency in job postings and "old fashioned racism and sexism" contribute to the gap between white men with bachelor's and professional degrees and their Latina counterparts, says Diana Ramirez, senior manager of policy and coalitions on workplace justice for the NWLC.

Ramirez says more states need to adopt laws that require employers to post salary ranges.

"Don't ask me how much money I'm making, and tell me how much you're willing to pay for this job because that eliminates some of the racism and sexism behind these employment practices," Ramirez says.

She adds that even when educated Latinas earn high salaries, they are likely to have parents who need financial assistance.

To make sure high-earning Latinas do well financially, "we have make sure the lower-paid Latinas are doing OK, that they can advance," Ramirez says.

Zoom in: Two Latino members of Congress on Friday introduced a resolution recognizing the heritage, culture and contributions of Latinas in the United States and drawing attention to pay disparities.

U.S. Rep. Andrea Salinas (D-Ore.), a co-sponsor, tells Axios the resolution uses Hispanic Heritage Month to draw attention to the economic inequities facing Latinas.

"I think we have disproportionate barriers that sometimes prevent us from realizing our full potential... whether it's money or access, or just somebody telling you that you can't do it," she says. 

Salinas adds that places like her district are at risk if inequalities aren't tackled since Latinas are increasingly becoming a larger share of the overall population.

U.S. Rep. Lou Correa (D-Calif.), the other co-sponsor, tells Axios the federal government can do more like make small business loans more available to Latina small business owners.

He says Congress should also look into making student loan debt as part of bankruptcy proceedings since it puts Latinas at a disadvantage even when they are facing financial hardship.

"So education, absolutely, is the key to the middle class. We can't live without it. And that means making sure tuition stays low for everybody."

Zoom out: Latinas continue to face disproportionate representation in both the private and public sectors.

Today, Latinas represent 1 in 6 women and own 18% of all women-owned companies, Correa's office said.

Latinos will take center stage during the celebrations marking the 250th anniversary of the signing of the Declaration of Independence, Rosie Rios, the former U.S. treasurer and head of the planning commission, tells Axios Latino. 

The big picture: Latinos are deeply underrepresented in media, government, national politics and business — and their history is rarely taught in schools.

Catch up quick: Congress established the nonpartisan Semiquincentennial Commission, composed of private citizens, members of Congress and government appointees, in 2016.

Rios, who served as U.S. treasurer from 2009 to 2016, was appointed chair of the commission last year.

The commission, which also goes by America 250, is creating nationwide commemorations in partnership with organizations like the MLB and YWCA. It's also aiming for every state and D.C. to have their own commission.

What she's saying: Rios says that, as the fastest growing demographic, Latinos will be "front and center" in the commemorations, which are still being planned.

Rios, who grew up in Northern California as the daughter of Mexican immigrants, is heading a national publicity campaign for the anniversary that she says will be focused on storytelling.

"Everyone has a different narrative, and America means different things to many people, and I think this is really going to be something that we want people to see themselves in," Rios says.

"The American dream is very real for me, and it was very real for my mom and my family," says Rios, who fondly remembers the U.S. Bicentennial in 1976. "To have my kids feel a love of country, the way I felt in 1976, is a personal aspiration for this process."

President Biden on Wednesday announced a new initiative with Brazilian President Luiz Inácio Lula da Silva focused on workers' rights. 

Driving the news: The two leaders met in New York Wednesday on the sidelines of the UN General Assembly. 

Details: The goal of the initiative is to end worker exploitation, including child labor; tackle workplace discrimination, particularly for women and members of LGBTQ+ communities; address the clean energy transition as it relates to jobs; and address other relevant issues, according to senior Biden administration officials who briefed reporters. 

The two countries will do that by placing workers' rights at the center of discussions in multilateral forums, including the International Labor Organization, the G20, and the COP30 climate summit, which Brazil will host in 2025, Lula said on social media. 

The initiative also seeks "to engage private-sector partners in innovative approaches to create decent jobs in key production chains, combat discrimination in the workplace and promote diversity," Brazil's government said in a statement, per Reuters. 

The Biden administration noted they hope to expand the initiative to include more countries down the road. 

Context: Both presidents have been vocal supporters of workers' rights.

Biden has called himself the most pro-union president in U.S. history, while Lula, a founding member of the Workers' Party, launched his political career in the 1970s as a union president who later led a massive campaign for better pay. 

What they're saying: "The two largest democracies in the Western Hemisphere are standing up for human rights around the world and the hemisphere, and that includes workers' rights," Biden told Lula on Wednesday. 

"When the middle does well, everybody does well," Biden added. "Working-class folks have a chance to move up. And the wealthy still do fine, as long as they pay their taxes." 

Lula called their partnership "a golden moment" for the two countries. 

"This gesture we are doing here is an awakening of hope for millions and millions of Brazilians and Americans who need to have the opportunity to live life, to triumph, to work and build their family decently," Lula said, referring to the workers' right initiative.

The big picture: The announcement comes amid a U.S. summer of strikes, which includes protesting Hollywood writers and actors and the United Auto Workers Union, which went on strike last week. 

The historic UAW strikes, in particular, have put Biden in a tough spot. 

Although Biden expressed support for the auto workers, he's also heavily pushing for widespread electric vehicle adoption, which the workers fear will mean fewer union jobs making engines and transmissions, Axios' Joann Muller writes. 

That's one reason the UAW has withheld an endorsement for the 2024 presidential election, Muller adds. 

Biden and Brazil's Lula announce new partnership to strengthen workers' rights

The Biden administration says the goal is to include more countries in the initiative down the road.
