Abbott sets runoff election date for Houston's vacant House seat

Catch up quick: Neither Menefee (28.9%) nor Edwards (25.6%) earned more than 50% of the vote to win the seat outright on Election Day amid a crowded field of candidates, meaning the two would square off in a winner-takes-all runoff.

Driving the news: Abbott, who's legally responsible for designating the dates of special congressional elections, issued a proclamation Monday setting the Jan. 31 runoff.

• State law dictates the governor must wait until the results are officially tallied, which happened Saturday, to order a runoff between 70 and 77 days from the final canvass.

The latest: Menefee and Edwards posted on X urging their supporters to head to the polls in January after Abbott's announcement Monday.

Friction point: The candidates are "ideologically similar" center-left Democrats, University of Houston political scientist Brandon Rottinghaus tells Axios.

• The key to winning will be motivating voters to turn out, he says.

What they're saying: "This should be a pretty tight race," Rottinghaus says. "They're both well known, well networked, and have pretty strong name identification."

• "I'd give the fundraising advantage to Menefee, but in a short runoff race, it's a sprint, not a marathon, so Edwards could easily catch up."

By the numbers: As of Oct. 15, the latest data available, Menefee ($393,000) has slightly more cash on hand than Edwards ($331,800), per FEC filings.

• Since March, Menefee raised $1.54 million and spent $1.15 million, while Edwards raised $1.27 million and spent $935,700.

The intrigue: The winner won't be sworn in until at least February, almost a full year after Turner's death.

• With the federal funding bill only good through Jan. 30, all eyes will be on House Speaker Mike Johnson (R-La.) to see if the winner will be sworn in in a timely manner.

What's next: Early voting starts Jan. 21.
