How Detroit's tax break background checks work

What they're saying: The goal is to avoid giving tax breaks to bad actors, according to a memo from corporation counsel Conrad Mallett Jr.

How it works: Applications go through the Detroit Economic Growth Corp. and the city. Applicants, owners with at least a 5% direct or indirect interest, certain executives and "key individuals" are subject to background reviews over the past five years, the policy reads.

• The reviews look for criminal convictions or civil findings in embezzlement, bribery, fraud, theft and financial misconduct.
• A fee can be charged, and more people can be required to undergo checks as needed.

Results are provided to City Council, which approves tax breaks.

• Findings don't automatically disqualify applicants. They can explain their circumstances to city officials for consideration.
