Des Moines considers e-scooter rules, banning bikes on some sidewalks

Driving the news: City staff presented proposed updates to Des Moines' bicycle and pedestrian ordinances Monday, which was established in 2012.

• The proposal would prohibit high-speed e-scooters on public property, as well as other devices that can travel faster than 20 mph using motor power alone.

• State law already prohibits high-speed electric motorcycles or "e-motos" without a license and registration. They're often confused with regular e-bikes.
• Emergency room visits involving e-bikes and e-motos in Des Moines increased 1,000% between 2022 and 2025, according to city staff.

What they're saying: Naber says they wanted to draft language that wouldn't unintentionally hinder typical e-bikes and traditional cyclists.

Plus: Councilman Carl Voss says he supports prohibiting all bikes, scooters, and skateboards on sidewalks in business districts like Beaverdale, Court Avenue, and the East Village.

• Because businesses must have doors that swing out, Voss says he's concerned someone will collide with a person exiting.

The big picture: Mayor Connie Boesen wants consistent rules across the metro, but cities have moved forward with their own regulations after municipal leaders disagreed over who should coordinate a uniform approach.

• City manager Scott Sanders says the state will likely take up the issue next session.

What's next: City staff will consider the council's suggestions before returning to the council with an ordinance.
