State leaders signal encouraging, but cautionary, prospects for Mecklenburg's transportation bill

• Voters would ultimately decide whether they are willing to increase the local sales tax by 1% to fund road and transportation projects, such as a Red Line commuter rail to the northern towns.

Flashback: Hall's predecessor Tim Moore, who's now in Congress, was critical of previous versions of Mecklenburg's transportation plan during past visits to the Alliance alongside Senate leader Phil Berger. His criticisms drove Mecklenburg County's decision to cap spending of the tax revenue to 40% for rail projects.

• "You may not be surprised that when you walk into my caucus and say, 'Mecklenburg County wants a tax increase so they can spend a bunch of money on trains' — it was a tough sell," Hall, a Republican from Caldwell County, said.
• He noted, however, that over time the business community and others have communicated the need for such investments to accommodate the region's fast growth. He said the issue is headed in the right direction.
• According to the Alliance, which endorsed the transportation vision, 117 people are moving to the Charlotte area daily.

Yes, but: Hall expects the bill to be "well litigated through the General Assembly" among various committees. It may take most of the long session, he said.

• Republicans remain hesitant to support any sort of tax increases, and the General Assembly is focused on Hurricane Helene disaster recovery and crafting a budget.

Berger did not say whether he was encouraging Senate members to say yes, but he did praise the Mecklenburg communities' "hard work" to revise their plan over the past few years.

• He said he's encouraging senators to look at the proposal and understand its purpose.
• "They'll have to make their individual decisions," Berger added.
