Senate fails to pass stop-gap spending bills as shutdown looms

• A vote on the Democratic plan failed 47-45 along party lines, while a procedural vote on the GOP plan failed 44-48. Sixty votes were required in both cases.

Between the lines: The Democratic bill included health care priorities including an extension of Affordable Care Act subsidies, as well as measures to prevent President Trump from clawing back appropriated funds.
