House passes bill to avert government shutdown through Nov. 20

The House voted Friday to pass a stopgap measure to keep the government funded through Nov. 20.

Why it matters: Congress is still far from avoiding a government shutdown with a major fight looming in the Senate.

The CR passed 217-212. Only two Republicans, Reps. Thomas Massie (R-Ky.) and Rep. Victoria Spartz (R-Ind.), voted with House Democrats against the bill.
Rep. Jared Golden (D-Maine) was the lone Democratic "yes" vote.
But bipartisan support will be necessary for Senate passage, and Minority Leader Chuck Schumer (D-N.Y.) is preparing for a battle over the inclusion of Democratic priorities.

The details: The measure maintains current spending levels and adds $30 million in for member security.

That's in addition to the $58 million bump the White House has requested for executive and judicial branch security following the killing of conservative activist Charlie Kirk.
The measure also includes a $1 billion fix to D.C.'s budget stemming from an earlier funding bill that took the unusual step of treating D.C. as a federal agency.

The intrigue: Congressional Democrats this week released their own government funding proposal.

The Democratic proposal leans heavily on health care, and would restrict President Trump's ability to withhold spending appropriated by Congress.
Republicans have dismissed the counter offer as a nonstarter.

What's next: The dueling partisan proposals will get a vote in the Senate Friday.

• Both are expected to fall short of the required 60-vote threshold.
