"Stunning security failures" led to Trump rally shooting: bipartisan report

• The shooting in Butler, Pennsylvania, left one person dead and two others injured and spurred a bipartisan backlash at the Secret Service.

Driving the news: "Put simply, the evidence obtained by the Task Force to date shows the tragic and shocking events of July 13 were preventable and should not have happened," lawmakers wrote in the report.

• The investigation highlighted a "lack of planning and coordination" between the Secret Service and local law enforcement partners ahead of the rally, including no joint meeting between them on the day of the rally.
• The lack of unified briefing on July 13 may have resulted in "gaps in awareness among state and local law enforcement partners as to who was stationed where, spheres of responsibility, and expectations regarding communications," the report stated.

What they're saying: Many of the report's findings echo those in the Secret Service's own internal review and are "essential to ensuring that what happened on July 13 never happens again," Secret Service Communications Chief Anthony Guglielmi said in a statement Monday.

• He added that the Secret Service welcomes Congressional oversight and has been "fully transparent and cooperative" with the task force.

Zoom out: The preliminary report's findings echo those of other preliminary reports on the assassination attempt released by the Secret Service itself and the Senate Homeland Security and Governmental Affairs committee.

• The bipartisan House task force is now also probing the second Trump assassination attempt which took place last month.
