Justice Kagan expresses support for enforcing SCOTUS ethics rules

What she's saying: "I think that the rules that we put out are good ones," Kagan said at the 9th US Circuit Judicial Conference on Thursday, per the Washington Post.

• "I think that the thing that can be criticized is, you know, rules usually have enforcement mechanisms attached to them," she continued. "And this one, this set of rules does not."
• She added: "However hard it is, we could and should try to figure out some mechanism for doing this."

Zoom in: Kagan said perhaps lower-court judges can enforce the rules because "it would be quite bad" if the nine Supreme Court judges themselves enforced the rules against one another, CNN reports.

• "In other words, for the same judges who are sitting around the table trying to decide cases, to be to be the people who are saying, 'Oh, no, you broke that rule or you didn't break that rule," she said.

Yes, but: Kagan said she was not speaking on behalf of the high court and there are no such plans under way.

• "This is one person's view, and that's all it is," Kagan said.
