Rep. Ron Kind (D-Wisc.) will announce Tuesday that he will not seek reelection to represent Wisconsin's 3rd Congressional District after serving since 1997, according to the Milwaukee Journal Sentinel.

Why it matters: Kind's retirement creates a wide-open race in one of the most competitive districts in Wisconsin and damages Democrats' chances at holding their U.S. House majority.

The big picture: His heavily rural district voted for former President Trump in the last two presidential elections, and Kind, a moderate, in 2020 only narrowly beat Republican Derrick Van Orden, who is running again.

  • Democrats currently only hold an eight-seat majority in the House.

Thought bubble from Axios' Alayna Treene: "Kind retiring spells trouble for Democrats, who are trying to hold onto their slim majority in the House. Kind's heavily rural district voted for former President Trump by more than 4 points in both 2016 and 2020.

  • "Key House GOP campaign officials are already buzzing about the money they expect to save now that Kind is out, given it's a top battleground for them in 2022."

Texas Republicans pass new congressional maps in their favor

The Texas House voted 84-59 late Monday to approve new congressional district maps that reduce the number of districts with Black and Hispanic majorities, per the Texas Tribune.

Why it matters: The legislation comes after recent census figures found Texas' growing diverse population doesn't bode well for Republicans, who then worked to protect incumbents with the redrawn maps.

Biden meeting with key House Democrats

President Biden is hosting two separate in-person meetings with moderate and progressive House members at the White House on Tuesday as infrastructure negotiations continue, White House officials told Axios.

Why it matters: This is the latest in the president’s efforts to appease the more volatile parts of his party’s coalition as Democrats wrangle over how to cut his social spending proposal down from $3.5 trillion to closer to $2 trillion.

Parents in Michigan, Virginia sue AG over action on school board threats

A group of parents in Michigan and Virginia accused Attorney General Merrick Garland in a federal lawsuit Tuesday of trying to "criminalize" free speech by directing law enforcement to review threats against school staff.

Why it matters: The lawsuit, filed by the conservative American Freedom Law Center on behalf of the parents in two school districts, accuses Garland of seeking to suppress free speech in his memorandum directing federal authorities to counter the threats spike.
