This satellite image shows planes waiting Friday near the main terminal of Mazar-e-Sharif airport, in northern Afghanistan.

Why it matters: For days, the Taliban has been preventing the departure of at least four planes chartered to evacuate several hundred people seeking to escape, according to AP.

What they're saying: An unnamed Afghan official at the Mazar-e-Sharif airport told the AP the would-be passengers are Afghans — many of whom don't have passports or visas, and thus were unable to leave the country.

  • He said they had left the airport while the situation was sorted out.

The U.S. will send humanitarian aid to Afghanistan even as the Biden administration continues to withhold formal recognition of the Taliban, the group's leaders announced on Sunday, AP reports.

Of note: State Department spokesperson Ned Price said in an emailed statement that the two sides discussed the U.S. providing "robust humanitarian assistance, directly to the Afghan people" during talks in Qatar that concluded Sunday.

Taliban declare victory in Afghanistan

Taliban leaders declared Monday "the war is over," after taking control of Afghanistan nearly 20 years on from the militant group fleeing a U.S.-led coalition march into Kabul.

Driving the news: The declaration to Al Jazeera came after the Taliban seized the presidential palace in Kabul on Sunday, and following the U.S. evacuation of the American Embassy on Monday. The U.S. was taking over air traffic control at Kabul's airport, where chaotic scenes were reported Monday, as foreigners and Afghan citizens attempted to flee.
