A Missouri man with intellectual disabilities was executed Tuesday for killing three people during a 1994 robbery at a convenience store, per the New York Times.

Why it matters: Pope Francis, lawmakers and activists called for Ernest Lee Johnson's life to be spared because of his low IQ showing he had the intellectual capacity of a child.

  • He was born with fetal alcohol syndrome and lost roughly 20% of his brain tissue after a benign tumor was removed in 2008.

The big picture: Missouri Gov. Mike Parson declined to grant clemency earlier Tuesday and he was executed by lethal injection at the state prison in Bonne Terre on Tuesday.

  • He was pronounced dead at 6:11pm local time.
  • It was the first execution in Missouri since May 2020, AP notes.

Missouri Gov. Mike Parson has declined to grant clemency to a death row inmate set to face execution on Tuesday.

Why it matters: Pope Francis had joined lawmakers and activists in calling on the Republican governor to reject the death penalty for Ernest Johnson, who is convicted of killing three people during a 1994 robbery at a convenience store. His lawyer argues that executing him would violate the Eighth Amendment to the U.S. Constitution, which bans executions of intellectually disabled people, per AP.

Biden lays out $1.75 trillion "framework" before Europe departure

President Biden announced Thursday a "framework" for $1.75 trillion in social program and climate change spending after failing in prior efforts to win over his fellow Democrats on a much broader and costlier package.

Why it matters: Biden is gambling that by proclaiming the broad contours of the proposal, which he immediately began selling in a meeting with House Democrats before jetting off to Europe, progressives will vote for his $1.2 trillion infrastructure plan if and when House Speaker Nancy Pelosi brings it to the floor.

Economy slows in third quarter amid Delta variant

The U.S. economy increased at an annual rate of 2% in the third quarter, the Department of Commerce said Thursday.

Driving the news: The gross domestic product figures for July through September come in much lower than the 6.7% increase in the second quarter, reflecting the "continued economic impact of the COVID-19 pandemic," according to the Bureau of Economic Analysis at the Department of Commerce.
