Minnesota bonding bill unlocking lead pipe replacement funds remains in limbo

Friction point: Authorizing borrowing for the projects requires a three-fifths vote, meaning it needs bipartisan support in both chambers.

"I'm a really nervous Nellie about this," Senate Capital Investment Chair Sandy Pappas said this week about the prospect of getting the bill done this year.

Zoom in: Pappas and House Capital Investment Co-Chairs Fue Lee and Mary Franson headlined a joint news conference this week to call for passage of a bonding bill that includes at least $100 million for lead pipe replacement.

• Without action, work to replace the lines statewide could stall as soon as next year, they warned.

The intrigue: Pappas, a St. Paul Democrat, said her hometown's request for $200 million for a planned revamp of Grand Casino Arena and Roy Wilkins Auditorium is "unrealistic when you consider what the statewide needs are."

• A separate measure authorizing a sales tax extension to help pay for the renovations could be folded into a sweeping tax bill.

That legislation, which is also expected to include financial relief for HCMC and federal tax conformity changes, is at the center of closed-door talks between Gov. Tim Walz and leaders.
