Minnesota may join push to force ICE agents to unmask

Driving the news: The St. Paul City Council at its meeting Wednesday will formally introduce a proposed ban on any officer — local, state or federal — from masking while working in the city.

• The St. Paul council will also take testimony on a proposal that would require officers' uniforms to clearly show their names or badge numbers.

Plus: When the state Legislature convenes this month, Rep. Leigh Finke (DFL-St. Paul) and Sen. Lindsey Port (DFL-Burnsville) plan to propose a statewide ban on agents masking — and to file a separate bill banning unmarked law enforcement vehicles.

Reality check: It's not clear these laws would be constitutional — or even enforceable in practice.

• The U.S. Constitution's supremacy clause means state and local laws can't override federal law.
• Los Angeles' police chief recently said officers wouldn't enforce California's new mask ban, which the Trump administration is suing to block.

What we're watching: In Congress, Democratic lawmakers may demand mask and body-camera requirements for federal agents, along with other reforms, as part of a deal to fund the Department of Homeland Security.
