The big picture: RTD is one of the largest transit agencies in the West, covering eight counties and carrying about 65.2 million passengers in 2023.

How it works: Like all governments in Colorado, RTD is subject to TABOR. But since 1995, voters have waived its TABOR cap multiple times to allow it to keep the money it raises.

• This measure, however, would make those TABOR exemptions permanent for the public agency — not temporary.
• If 7A is approved, RTD would be allowed to keep between $50 million to $60 million annually instead of refunding that to taxpayers.

State of play: The measure is supported by dozens of state and local elected officials, RTD's board of directors, and numerous organizations advocating for the environment and public transit.

The other side: An organized opposition group has not been created, but those against 7A argue its lagging ridership — coupled with ongoing cost problems, driver shortages and service challenges — raise concerns about financial accountability.
