Dueling ballot measures 301 and 302 ask local voters to outline the future of Denver's Park Hill Golf Course, the final stretch of undeveloped land in the city.

State of play: Ballot Measure 301 is the "Green versus Concrete" initiative that intends to preserve the 155-acre course as a park and to maintain the city-owned conservation easement that protects the parcel from development.

  • Should residents decide to build on the land, the measure calls for a citywide vote, estimated to cost about $1 million.
  • The initiative is led by former Denver Mayor Wellington Webb and backed by green-space advocates and the political action committee Save Open Space, which includes former state lawmaker Penfield Tate III.

Ballot measure 302 aims to leave the development door open on the golf course and give the Northeast Park Hill neighborhood the power to decide what they want in their community rather than the whole city choosing for them.

  • To do that, the measure would amend the city's definition of a conservation easement to exempt the golf course.
  • The initiative is spearheaded by real estate developer Westside Investment Partners and supported by Denver's NAACP chapter.

What to watch: If both measures pass, Denver Elections Division officials tell Axios the pair would be "harmonized to the extent possible." But if any parts of the initiatives are conflicting, the one with more votes will likely be implemented.
