Cleveland City Councilwoman Jenny Spencer will not seek reelection next year, she announced Wednesday.
Why it matters: Spencer, who represents the west side neighborhoods of Detroit Shoreway, Edgewater and Cudell in Ward 15, is the first sitting member of Cleveland's legislative body to declare their 2025 plans.
- Her decision gives potential candidates a longer runway before a pivotal election that will feature two fewer council seats and new ward maps.
What they're saying: Spencer told an invite-only crowd of constituents at XYZ the Tavern that she would serve out the remainder of her term and said the redistricting process played no part in what was ultimately a personal choice.
- "I make this decision with gratitude," she said.
Flashback: Spencer previously served as managing director of the Detroit Shoreway Community Development Organization (now known as Northwest Neighborhoods).
- She was appointed to her seat in late 2020 by predecessor Matt Zone and won a full four-year term in 2021.

Between the lines: Unless they run for mayor, incumbent council members rarely voluntarily vacate their seats without dictating their own successors.
- Spencer is one of six current members who initially obtained their seats via appointment.
What's next: She received a round of applause in confirming plans to serve the term's remaining 14 months without making an appointment.
