Vice President Harris is increasingly emphasizing policies supporting small businesses and entrepreneurship, from engaging bank CEOs, to working with Treasury Secretary Yellen on increasing capital for underserved small business owners, officials tell me.

Driving the news: Harris has crisscrossed the country to meet with small businesses to highlight the benefits in the American Rescue Plan, which allocated $60 billion to small businesses.

In an essay in Forbes' "50 Over 50" issue, out today, Harris (56) writes:

The pandemic has exposed the flaws and the fissures in our economy. … Today, our nation must reimagine our economy so that every American entrepreneur can launch and grow an enterprise. It is in this reimagining that we will remain competitive — and come out of this pandemic stronger."

What we're watching: Harris will be on MSNBC's "Morning Joe" on Tuesday for an interview with Mika Brzezinski. Harris shares this advice for women she mentors:

  • "I eat 'no' for breakfast. So have I been told, many times during my career, things from 'you are too young, it's not your turn, they are not ready for you, no one like you has done it before' — I have heard all of those things many times over the course of my career, but I didn't listen." What FDA approval of the Pfizer vaccine means for a hard-hit state

The FDA yesterday granted full approval to the Pfizer-BioNTech COVID vaccine. Will it convince more people to get vaccinated? The answer to that question will be especially important in states with low vaccination rates and surging hospitalizations, like Alabama. That state is currently one of the hardest hit by COVID in the nation.

  • Plus, FDA approval of the Pfizer vaccine raises questions about young kids.
  • And, dire conditions in Qatar for evacuees from Afghanistan.

Guests: Alabama State Health Officer Dr. Scott Harris, Axios' Tina Reed and Jonathan Swan.

Americans are on board with coronavirus booster shots

Expand chart
Data: The Harris Poll; Chart: Thomas Oide/Axios

The vast majority of Americans who are already vaccinated or plan to be vaccinated say they're likely to get a coronavirus booster shot, according to The Harris Poll.

But, but, but: More than half of respondents also said the need for boosters has impacted their confidence in the vaccine they've already received — further evidence that the Delta variant has delayed our return to normal life.

Gottlieb: CDC hampered U.S. response to COVID

Illustration: Shoshana Gordon/Axios

The CDC moved too slowly at several points in the coronavirus pandemic, ultimately hindering the U.S. response, former FDA Commissioner Scott Gottlieb writes in a new book, Uncontrolled Spread.

The big picture: The book argues that American intelligence agencies should have a much bigger role in pandemic preparedness, even if that's sometimes at the expense of public health agencies like the CDC.
