A federal judge in El Paso on Tuesday temporarily blocked an order issued by Texas Gov. Greg Abbott (R) restricting the transportation of undocumented migrants.

Why it matters: U.S. District Judge Kathleen Cardone's ruling is a win for the Biden administration, in the latest clash between Texas and the Department of Justice, which filed a lawsuit against the state last week challenging Abbott's executive order on migrants.

Driving the news: Abbott's order prevented people from providing ground transportation to migrants detained by U.S. Customs and Border Protection for illegally crossing the southern border, amid record arrivals.

  • The governor cited a spike in COVID-19 cases in Texas for his action, as he refused to mandate masks in the state.
  • Attorney General Merrick Garland urged Abbott to rescind the order, saying it would "jeopardize the health and safety of noncitizens in federal government custody, federal law enforcement personnel and their families, and our communities."

What to watch: Cardone's temporary restraining order remains in effect until Aug. 13, unless it's extended.

White House blasts Texas bill targeting trans youth in sports as "hateful"

A White House spokesperson on Tuesday condemned a Texas bill that would force public school students to play on sports teams based on their assigned sex at birth, telling the Dallas Morning News the legislation is "hateful."

Why it matters: If passed, Texas would become the 10th state in the country to enact legislation banning transgender kids from playing on sports teams that match their gender identity, per NBC News.

Court rolls back public hearing mandate for police contract proposals

Police oversight in Philly has taken a step back.

Driving the news: An order from a Court of Common Pleas judge this month invalidated a bill that the city passed last year mandating a public hearing on proposed police union contracts.

  • The judge sided with the Fraternal Order of Police Lodge 5, which brought the lawsuit against the city in an effort to keep contract negotiations private.

Texas Republicans pass new congressional maps in their favor

The Texas House voted 84-59 late Monday to approve new congressional district maps that reduce the number of districts with Black and Hispanic majorities, per the Texas Tribune.

Why it matters: The legislation comes after recent census figures found Texas' growing diverse population doesn't bode well for Republicans, who then worked to protect incumbents with the redrawn maps.
