Law enforcement in turf war over Minneapolis ICE shooting investigation

Catch up quick: Renee Nicole Good, 37, was shot and killed by an ICE officer on Wednesday after she drove close to federal agents.

• The shooting threatens to further inflame tensions between Minnesota officials and residents and the federal agents carrying out an unprecedented surge in immigration enforcement in the state, Axios Twin Cities' Kyle Stokes and Nick Halter previously reported.

Friction point: Minneapolis Mayor Jacob Frey rejected the Trump administration's claim that the ICE agent fired in self defense.

• "They have no intent to pursue a good-faith investigation," a Justice Department official said, referring to state-level investigators.

State of play: The Minnesota Bureau of Criminal Apprehension (BCA) "reluctantly" withdrew from the investigation, superintendent Drew Evans said in a Thursday statement.

• Initially, the FBI and BCA's force investigations unit were meant to conduct a joint investigation.
• The U.S. Attorney's Office later reversed course and determined that the investigation "would now be led solely by the FBI, and the BCA would no longer have access to the case materials, scene evidence or investigative interviews necessary to complete a thorough and independent investigation," Evans said.

The latest: Vice President JD Vance, in a Thursday afternoon press conference, defended the investigation being handled by federal authorities.

• "The unprecedented thing is the idea that a local official can actually prosecute a federal official with absolute immunity," Vance said. "I've never seen anything like that."
• Homeland Security Secretary Kristi Noem in a Thursday press conference said local authorities "have not been cut out" of the investigation. She also claimed they did not have jurisdiction.

Behind the scenes: The BCA's force investigations unit was created by the legislature in 2020 for independent probing into force incidents involving law enforcement officers.

• "We expect the FBI to conduct a thorough and complete investigation and that the full investigative file will be shared with the appropriate prosecutorial authorities at both the state and federal levels," Evans wrote.
