Witkoff, Kushner to participate in Ukraine security summit Tuesday

• Trump said after the meeting the Ukraine will get strong security guarantees — the first time that he has acknowledged they must be a part of any deal, according to Ukrainian officials.

State of play: Zelensky will arrive in Paris after a significant reshuffle inside his administration, the government and the security and intelligence services.

• He appointed the head of the Ukrainian military intelligence, General Kyrylo Budanov, as the head of the presidential administration — one of the most powerful positions in Kyiv.
• Budanov, a decorated officer and war hero, is very popular in Ukrainian public opinion and is perceived as a civil servant uninvolved in corruption.
