Johnson signals House GOP support for Senate's plan to end shutdown

• "I think we will," Johnson told reporters when asked if he has the votes to pass the package.
• Lawmakers are on a 36-hour notice to return, but Johnson on Monday morning urged his members to get back to DC as soon as possible, citing widespread flight delays.
• "I'm stating the obvious to all my colleagues, Republicans and Democrats in the House, you need to begin right now returning to the Hill," he said.

Driving the news: House Democrats, including Minority Leader Hakeem Jeffries (D-N.Y.), blasted Senate Democrats for cutting a deal with Republicans.

• A large majority of House Democrats are expected to oppose the bill, leaving Johnson with little room for defections in his own ranks.
• Two Republicans — Reps. Thomas Massie (R-Ky.) and Victoria Spartz (R-Ind.) — voted against the House's stopgap measure in September.
• Only one Democrat, Rep. Jared Golden (D-Maine), supported it.

What to watch: House Freedom Caucus member Rep. Ralph Norman (R-S.C.), who told Axios last week he "ABSOLUTELY WOULD NOT !!" vote for a bipartisan product out of the Senate, told Axios on Monday that he will support it, pending final details.

• Other HFC members, including Reps. Chip Roy (R-Texas) and Tim Burchett (R-Tenn.), also signaled willingness to vote for it in phone interviews last week.
• Although the HFC endorsed a year-long CR last week, HFC Chair Andy Harris (R-Md.) told Fox he also plans to support the measure.
