Trump can't require proof of citizenship for voter registration, judge says

Flashback: Democratic attorneys general in 19 states sued Trump in April over what they called a "blatantly unconstitutional attempt to legislate-by-fiat" changes to federal elections.

What they're saying: Kollar-Kotelly's order permanently bars the U.S. Election Assistance Commission from "taking any action based on the Executive Order" to modify voter registration forms for that purpose.

• She ruled that the order violated the Constitution's "separation-of-powers," rejecting Trump's argument that proof of U.S. citizenship is necessary for "election integrity."
• "The President has no constitutional power over election regulation that would support this unilateral exercise of authority," Kollar-Kotelly said in her April ruling. "The Constitution vests that power in the States and Congress alone."
• The White House did not immediately respond to Axios' request for comment.
