Trump says U.S. hit "drug-carrying submarine" from Venezuela

Driving the news: During Trump's Friday meeting with Ukrainian President Volodymyr Zelensky, neither Trump nor State Secretary Marco Rubio disputed a reporter's question about the vessel having survivors.

Catch up quick: The Trump administration began striking Venezuelan boats "trafficking narcotics" and carrying "narcoterrorists," last month as part of efforts to stop drug cartels in the region.

• Trump confirmed Wednesday the CIA is authorized to conduct covert operations in Venezuela, following a strike on Tuesday that he said killed all six "narcoterrorists" on board.

What they're saying: "As far as details of any recent strikes, we're not prepared here to announce all those details, but you'll get that information here very shortly," Rubio said.

• "Just so you understand, this was not an innocent group of people," Trump said. "I don't know too many people that have submarines, and that was an attack on a drug carrying, loaded-up submarine."

Friction point: Navy Adm. Alvin Holsey, the head of U.S. Southern Command, where the strikes are taking place, announced Thursday he will leave the post early and retire.

• Holsey did not address the strikes in a note announcing his retirement, but the New York Times reported he had expressed concerns about the attacks.
