Russia lays out new conditions after U.S. says ceasefire in the Black Sea was agreed

The U.S. reached agreements with Russia and Ukraine on ensuring "safe navigation" in the Black Sea and on "developing measures for implementing" a ban on strikes against energy facilities in Russia and Ukraine, the White House said on Tuesday.
Why it matters: The two separate statements the White House issued about the talks with Russia and with Ukraine didn't make clear what practical steps are going to be taken and when a ceasefire in the Black Sea is going to take effect.
- The Ukrainian defense ministry confirmed an agreement was reached on an unconditional ceasefire in the Black Sea. Shortly after, the Kremlin issued a statement laying out new conditions and stressing its agreement to the ceasefire is contingent on lifting of some of the sanctions imposed on Russia.
Driving the news: U.S. diplomats held "proximity talks" with Russian and Ukrainian officials in an effort to reach a detailed agreement on a 30-day suspension of attacks on energy infrastructure and on a ceasefire in the Black Sea.
- The talks, held in Riyadh over the last three days, were the results of calls President Trump held with Russian President Vladimir Putin and Zelensky last week.
- U.S. officials shuttled between the Ukrainian and Russian team in an efforts to reach an agreement.
- A White House official told reporters on Monday the talks "are going extremely well" and said they expect to have a positive announcement when the talks conclude.
- The U.S. team had another round of talks on Tuesday, with each side trying to reach a joint statement. A source with knowledge of the talks said this effort failed because Russia demanded that statement to mention the lifting of sanctions, something Ukraine objected to.
- In the end, the U.S. published two separate statement about the agreements with each of the parties.
What they're saying: "The U.S. and Russia have agreed to ensure safe navigation, eliminate the use of force, and prevent the use of commercial vessels for military purposes in the Black Sea," the White House said in a statement which was published just before noon on Tuesday.
- The statement said the U.S. and Russia agreed "to develop measures for implementing President Trump's and President Putin's agreement to ban strikes against energy facilities of Russia and Ukraine."
- The White House said "third countries" will help in the implementation of the energy and maritime agreements.
- A separate statement about the talks with the Ukrainian side included the same text.
The other side: The Ukrainian defense ministry said in a statement that "all movement by Russia of its military vessels outside of Eastern part of the Black Sea will constitute violation of the spirit of this agreement" and stressed that in such a case Ukraine "will have full right to exercise self-defense."
- The Ukrainian statement also said that more "technical consultations" are needed in order to agree on the implementation and monitoring of what was discussed in the talks this week.
Yes, but: The White House statement about the talks with Russia included a paragraph that said the U.S. "will help restore Russia's access to the world market for agricultural and fertilizer exports, lower maritime insurance costs, and enhance access to ports and payment systems for such transactions".
- This sentence in the statement was an attempt by the U.S. to adhere to the Russian demand about the lifting of sanctions.
- But an hour later, the Kremlin published its own statement making clear that any ceasefire in the Black Sea is conditioned on lifting sanctions imposed on Russian banks and financial institutions and their reconnection to the SWIFT international payments system.
- The Russians demanded the removal of restrictions imposed on trade finance operations, the removal of sanctions imposed on companies producing and exporting food and fertilizers.
- They also want restrictions banning insurance companies from working with food cargoes and the removal of sanctions against ships flying the flag of Russia that are transfering food and fertilisers.
What to watch: A White House official said the U.S. engagement with Russia and Ukraine over the Black Sea ceasefire is continuing.
- The official said that after the U.S. agreed on language with both parties, the Russians engaged the U.S. with requests for more negotiations.
- "President Trump believes in diplomacy and in giving diplomacy every chance to succeed," the White House official said.
- Trump said in a meeting with nominated U.S. ambassadors on Wednesday that the U.S. is looking into the new Russian demands. '
