Scoop: Rubio planning first Middle East trip in mid-February

• While Israeli leaders praised the plan and even started taking steps to prepare for its implementation, Egypt, Jordan, Saudi Arabia and other countries in the region expressed strong opposition to it.
• Five Arab foreign ministers and a senior Palestinian official sent a joint letter to Rubio earlier this week expressing concern about Trump's plan to displace Palestinians from Gaza. They demanded Palestinians be involved in the reconstruction process, according to a copy of the letter obtained by Axios.

Driving the news: Rubio is expected to participate at the Munich Security Conference, which begins on Feb. 14 in Germany, a senior German official told Axios.

• The Israeli officials and the two sources with knowledge told Axios that Rubio is planning to travel to the region from Munich and visit Israel, the United Arab Emirates, Saudi Arabia and possibly more countries.
• It is not yet clear if Rubio will also visit the West Bank and meet the Palestinian Authority leadership.
• A Palestinian source said the State Department told Palestinian officials that Rubio will also visit the Palestinian Authority if he travels to Israel.
• The State Department didn't respond to requests for comment.

What to watch: Jordan's Foreign Minister Ayman Safadi is expected to be in Washington on Friday for meetings with Rubio and other Trump administration officials, two sources told Axios.

• Safadi's talks will take place ahead of King Abdullah's meeting with President Trump at the White House on Tuesday.
• The Jordanian foreign minister is expected to express Jordan's concern about Trump's plan to move Palestinians from Gaza to countries in the region.
• The two sources said the foreign minister of Saudi Arabia is expected to visit Washington, D.C., in the next few days. The Egyptian foreign minister will arrive in Washington, D.C., on Monday, according to a source with knowledge.
